SALARY

$125,000 - $135,000

POSITION SUMMARY

On behalf of the Safety Department ensures that the CTA Safety and Security Certification (SSC) process as performed by CTA and its contractors on the Red Line Extension project: complies with Federal and State requirements; proceeds as designed or with appropriately reviewed and approved changes; identifies and addresses safety and security risks throughout the planning, engineering and construction phases, resulting in CTA's ultimate certification of the project; supports the SSC oversight needs of the FTA and IL-SSOA, resulting in concurrence with the CTA's certification. Informs the operation and continuous improvement of CTA's overall SSC program, Safety Assurance program and Safety Management System.

Qualifications

PRIMARY RESPONSIBILITIES



  • Represents the Safety Department's participation in the Safety and Security Certification of the Red Line Extension project.
  • Ensures the implementation of SSC on the RLE project, in accordance with (1) the requirements established by the Federal Transit Administration and its project management oversight, (2) the Illinois State Safety Oversight Agency (IL-SSOA) Program Standards Manual and Project-Specific Oversight Plan, and (3) the Red Line Extension Safety and Security Management Plan and Safety and Security Certification Plan.
  • Participates in the establishment, implementation, evaluation and refinement of SSC management structures and processes as applied to the project. Recommends and guides revisions as may be needed.
  • With key project partners, coordinates the verification of SSC requirements and deliverables, such as test submittals and observations.
  • Ensures management and technical issues and decision points are brought to the Safety and Security Review Committee, addressed, and documented properly and in accordance with requirements.
  • Advises CTA project leaders and review committees of SSC requirements and best practices at all stages of the project.
  • Monitors progress and completion of project-level SSC tools such as checklists, logs, and notices.
  • Monitors adherence to documentation procedures and schedules. Works with CTA project delivery team and its consultants to ensure SSC requirements are fulfilled comprehensively, accurately and timely.
  • Establishes milestone controls as may be necessary to ensure continuous adherence to SSC program requirements and appropriate documentation.
  • Prepares oversight reports and updates to Safety Department and CTA leadership.
  • Interfaces with the FTA (i.e. Project Management Oversight) and IL-SSOA as may be needed or required.
  • Transmits the final Safety and Security Certification Verification Report (SSCVR).
  • Recommends safety enhancements and improvements for SSC documentation.
  • Collaborates in the operation and continuous improvement of the CTA's overall SSC program.
  • Participates in the periodic review and update of the Safety and Security Certification Program Plan and associated policies and procedures that govern the program.
  • Identifies opportunities to improve the SSC process and outcomes, such as roles and responsibilities, integration with the Safety Management System (SMS), adoption of other management and quality principles, and effectiveness with respect to the goal of managing safety risk.
  • Recommends process enhancements and works with other stakeholders and responsible parties to further evaluate, recommend and implement changes.
  • Assists in special projects and collaborations, such as benchmarking studies.
  • Performs other duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS



  • Bachelor's degree in Safety, Engineering or a related technical field, or related business field such as finance, plus a minimum of five years in managing programs that oversee safety or an equivalent combination of education and experience relating to this position.
  • Experience overseeing Safety and Security Certification or similarly structured processes such as Quality processes.
  • Experience working with personnel and executives of all levels and varying professional expertise.
  • Must be able to obtain Rail Safety Training Certification.
  • Experience in the field of safety or in the field of risk management highly preferred.
  • Experience in transit preferred.
  • Must have or be prepared to complete the FTA Public Transportation Safety Certification Training Program (PTSCTP) as required by the CTA Agency Safety Plan.


PHYSICAL REQUIREMENTS



  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.


KNOWLEDGE, SKILLS, AND ABILITIES



  • Working knowledge of the principles and application of good corporate governance, business and operational risk and control processes and procedures and knowledge of accepted audit standards.
  • Working knowledge of the principles of Safety Management Systems, especially the principles and techniques of safety risk assessment and safety assurance, as well as working knowledge of quality management and assurance, and its place in Safety and Security Certification.
  • Strong written and verbal communication skills including ability to clearly and effectively articulate the results of work performed to a management and executive audience.
  • Strong project management skills.
  • Ability to apply professionalism and discretion while maintaining effective working relationships with organization managers and personnel.
  • Working knowledge of the FTA Handbook for Transit Safety and Security Certification.
  • General knowledge of testing and integration plans as applied toward certifiable items.
  • General knowledge of methods and principles in capital project planning and management, including budget preparation and management.
  • Working knowledge of computer applications, statistical and other analytic techniques, performance measurement concepts, principles of management and supervision and auditing standards.
  • Good customer service skills.
  • Ability to work independently and collaboratively.


WORKING CONDITIONS



  • General office environment.
  • Required to travel to work locations throughout the CTA system.
  • Requires occasional field visits to active construction sites, and associated transportation (driving) to the sites.
  • Subject to normal garage/shop/yard hazards such as moving equipment, noise, etc. when visiting field locations.
  • Subject to various lighting and weather conditions when visiting field locations.

Additional Details Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
