The Assistant Vice President of Public Safety provides leadership and oversight for all campus security, fire safety, emergency management, parking, and transportation activities and responsibilities at Creighton University in Omaha, Nebraska. The Assistant Vice President of Public Safety is responsible for developing public safety policies and strategies. This is a key position that works across Creighton University to ensure that students, faculty, staff, and visitors are provided a safe and secure environment and receive responsive and respectful assistance for their safety and security needs.




  • Protect and serve a dynamic campus community who live, work, study, and play on the University's primary campus in Omaha, Nebraska, and the Health Sciences Campus in Phoenix, Arizona.
  • Oversees the development and implementation of crisis management, contingency plans, emergency operations and communication plans. This includes responsibility for the University's compliance with the Clery Act and the Drug Free Schools and Communities Act (DFSCA).
  • Prepare budgets, hire, and train department personnel, create successful partnerships, both on-campus and off, sufficient to ensure the ethical and professional delivery of all services.
  • Lead the campus security technology strategy and implementation, including video surveillance, campus access control rules, GPS vehicle tracking, personal safety devices, and more.
  • Promote a culture of community engagement and collaboration alongside University leadership and campus stakeholders.



Essential Duties and Responsibilities



  • Responsible for oversight and direction of Creighton University's public safety and security operation to ensure protection and safety of students, faculty, staff and visitors, while ensuring optimal use of personnel and equipment.
  • Lead, manage, and supervise a 24/7 campus safety and security operation, both directly and through a team of subordinates. Expected to be on call and available 24/7 to assist with emergency situations.
  • Develops and ensures comprehensive safety and security services in response to threats, crimes, persons in distress, emergencies and disasters and illegal acts.
  • Responding to short term concerns while developing long-range strategies consistent with academic and financial properties, is responsible for directing the research and deployment of technology solutions and innovative public safety and security management techniques to safeguard assets.
  • Chair the University Emergency Preparedness Committee, including oversight of the Phoenix Working Group and the Planning & Education Working Group.
  • Serve as a member of the Critical Incident Response Team and participate on other relevant University committees, including the Campus Planning Committee and Threatening Behavior Committee
  • Regularly briefs executive management on the status of and strategies for public safety, parking and safety issues; deliver informative briefings on a variety of campus safety and security topics to students, parents, employees, and the Board of Trustees.
  • Provide oversight of the daily operations of campus parking and transportation services, including permit issuance, enforcement of parking regulations, design and publication of shuttle routes and schedules, and vehicle fleet maintenance.
  • Deliver excellent customer service to students, employees, and visitors, addressing their concerns with parking and transportation and maximizing University parking and transportation resource utilization.
  • Assume overall responsibility for the recruitment, hiring, training, promotion, retention, and performance management of employees, ensuring conformance with appropriate human resources practices within the department.



Qualifications



  • Master's degree in criminal justice, emergency management, public safety or related field and 10 years of experience within a public safety or security organization OR a Bachelor's degree and 15 years of experience.
  • A minimum of 10 years of progressively responsible experience at a managerial level in a public safety or security organization, with preference give to prior experience in a command-level or equivalent role.
  • Hands-on practical experience inemergency planning,emergency response, disaster preparedness, and crisis management, including work in an emergency operations center, management of mass warning and notification systems, and coordination of complex emergency responses.
  • Experience administering and managing a delivery of comprehensive public safety or security services with a community-oriented and problem-solving approach, including trauma, mental health awareness and protection of life and property.
  • Demonstrated knowledge of and training in the National Incident Management System (NIMS).

  • ASIS International Certified ProtectionProfessional strongly preferred.
  • Previous college or university campus security experience
  • FEMA Incident Command System (ICS300/ICS400) training
  • Crime Prevention Through Environmental Design (CPTED)
  • FEMA Emergency Planning for Higher Education
  • FEMA Community Emergency Response Team (CERT) training
  • FBI National Academy
  • FBI Law Enforcement Executive Development Seminar
  • Demonstrated Incident Command System (ICS) experience in a large and complex organization.
