Job Summary

The Human Resources Administrator is a seasoned and experienced professional that supports and facilitates the long term success of UCSF Real Estate as an integral member of the Finance, Administration and Operations team. The candidate must be able to prioritize in a fast-paced environment, work independently and within a team environment, remain current in technology and be extremely well-organized and flexible. The candidate must enjoy supporting a large and diverse department, interact with a wide range of audiences with diplomacy, confidentiality and professionalism. The HR Administrator will collaborate with the Administration team to facilate HR operations.

The ideal candidate:
* Is committed to providing a high-quality service to their customers and understands the benefits of working in collaboration
* Has significant administration experience and the ability to work autonomously
* Has expert level written and verbal communication skills; strong decision-making ability, and is experienced in understanding university guidelines and processes,
* Has excellent organizational skills and ability to prioritize
* Demonstrated experience in project management
* Is proactive, flexible, resourceful, efficient and has excellent attention to detail and responsiveness with high productivity.
* Proficient with information systems and Microsoft Office suite.

Primary responsibilities for the position include:
* Act as the first point of contact to employees and external partners for all HR related queries
* Coordinate and assist recruiters, talent acquisition teams, and other HR staff with activities in all recruitment efforts
o Understanding recruitment processes at UCSF and within Real Estate,
o Supporting hiring managers throughout the recruitment process, including reviewing job descriptions, posting job descriptions, apply critical thinking by being able to advise on applicants during screening
o Scheduling interviews, facilitating interviews, managing the post interview process; developing surveys; summarizing information to present to hiring managers,
o Develop, manage and maintain onboarding resources for the department, provide support to hiring managers throughout the onboarding life cycle,
o Develop, manage and maintain offboarding resources for the department, provide support to managers and leadership; analyze and prepare reports,
* Organize and maintain personnel records, enter new data, and update previous employee data in internal HR databases.
* Review, revise, and update department policies as applicable.
* Prepare various HR documents, including new hire guides, employment contracts, compensation lists, and more.
* Manage and run the HRIS software of the organization, and make sure it's updated.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $75,700 - $123,100 (Annual Rate).

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

The department serves to provide the following services, which includes:

  • Building Permit Services: responsible for issuing, maintaining and tracking permits for all construction, alterations, additions, repairs, and demolitions, along with inspecting all building projects to assure compliance with the UC & California Building Standards Code.
  • Business Intelligence: provides integrated technological products and services in support of the UCSF Real Estate mission including Space Analytics, Geographic Information Systems (GIS), Project Management Information Systems (PMIS) and document management.
  • Campus Planning: responsible for all UCSF Campus and Medical Center Physical Planning, Space and Capital Planning. Provides professional planning services that guide the physical development of the campus and assists in strategic development and improvements of buildings and space to support UCSF's mission of research, teaching, health care, and public service. The department maintains the Long-Range Development Plan (LRDP) for UCSF campus sites, develops land use plans, site and new facility evaluation, and conducts environmental analysis to comply with the California Environmental Quality Act (CEQA). Assess campus space needs and requirements, and annually updates the campus Capital Improvement Program that draws upon state, non-state, and campus discretionary resources to fund capital projects.
  • Contracts Administration: a shared service in Real Estate that partners with Design & Construction, BCH-Oakland Design & Construction, Major Capital Projects, Campus Planning, and the Facilities Services departments to procure and contract Architectural, Engineering, and Construction services.
  • Design & Construction manages the execution of the UCSF capital plan and provides project management services to those embarking on capital construction and real estate renovation projects for UCSF projects. Planners, designers, administrators, contractors, inspectors, and others work together to meet the needs of UCSF clients.
  • Finance, Administrative and Operations Services provides financial, HR and administrative management and support services for all UCSF Real Estate functions
  • Real Estate Services: overseas UCSF's real estate portfolio and structures and negotiates commercial real estate transactions for Campus and Medical Center real estate. This includes acquisition, disposition, development and provides asset management services for over one million square feet of leased office, laboratory, medical, clinic, and residential space.
The combined UCSF campus and UCSF Health includes approximately 174 UCSF and contract personnel and oversight and responsibility for a $9.7B long-range capital development plan.

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training
  • 3-5 years progressive relevant experience
  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management
  • Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills
  • Solid knowledge of common University-specific computer application programs
  • Ability to use discretion and maintain confidentiality
  • Strong skills in short-term planning, analysis, problem-solving, and customer service
  • Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees

Preferred Qualifications


  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines
