Deputy Chief of Party (DCOP) USAID Water Security Program- Philippines

Position located in Philippines

The Development Innovations Group, a CRDF Global company, is seeking a Deputy Chief of Party (DCOP) for a forthcoming USAID-funded program to support the Government of the Philippines' water security goals.

The Deputy Chief of Party, a Filipino citizen with outstanding program management skills, will be based in the Philippines and will support the Chief of Party in managing the financial and administrative aspects of the program. S/he will ensure adherence to the COP's technical direction, build strong relationships with local partners, and adapt program activities to maximize results. S/he will have in-depth knowledge of one of these technical areas in the Philippines: best practices in improving water service provider performance for increased WASH access at the household level; build back better water systems; WASH data management, planning, capacity building, financing, and incentives, to improve institutional processes at the subnational level; and/or best practices and achievements thus far in reducing water sector fragmentation in the Philippines.

RESPONSIBILITIES

• Assist the Chief of the Party in overall program implementation by providing technical and/or operational leadership;
• Act on behalf of the COP as needed and serve as a second point of contact for USAID and governmental stakeholders;
• Support the COP in managing the financial and administrative aspects of the program;
• Contribute to the COP's timely submission of deliverables to USAID;
• Ensure compliance with the Philippines' national and local rules, regulations, and policies regarding contracts, grants, procurements, and financial management, fostering transparency and accountability;
• Help the COP build and strengthen relationships with regional and partner organizations in accordance with Localization at USAID: The Vision and Approach, and coordinate with other stakeholders to maximize coherence of efforts;
• Track and keep the COP fully apprised of performance and collaborate with MEL staff to adapt program implementation based on evidence, while ensuring that the COP's proposed solutions are implemented; and
• Coordinate with Talent Management to support team members.

QUALIFICATIONS

* Bachelor's degree and seven years of relevant, progressively responsible experience;

* Proven track record of implementing and/or managing programs focusing on water supply and sanitation and/or natural resource management;

* Possesses a combination of technical familiarity and management skills that spans the

subject areas covered by the program and in-depth knowledge in one of these areas: best practices in improving water service provider performance for increased household level WASH access; build back better water systems; WASH data management, planning, capacity building, financing, and incentives, to improve institutional processes at the subnational level; and/or best practices in reducing water sector fragmentation in the Philippines.

* Has the requisite experience to a) build on past projects and achievements in the WASH sector in the Philippines; b) effectively backstop and reinforce the other long and short-term specialists and b) ensure that the program focuses on achieving results;

* Possesses superior program management skills to manage the day-to-day operations of the program and report directly to USAID as needed; and

* A Filipino citizen
