JOB SUMMARY

The Project Operations Manager provides strategic oversight and comprehensive management of all Project Operations in support of the Iraqi F16 Program. Reporting directly to the Project Manager, this role includes direct supervision of Project Management Operations, Erbil Operations, and PMO Interpreter/Liaisons, as well as indirect supervision of other departments and personnel, ensuring that contract deliverables are consistently met. A key component of this role includes coordinating and communicating with Executive Corporate Leadership, United States Government (USG) entities, AFSAC, AFSAT, and Government of Iraq (GOI) ministries. This position is crucial in supporting the Company's Executive Leadership and Project Manager in achieving and surpassing program objectives. Assumes Project Manager's duties during his absence ensuring continuity and consistent leadership in the execution of the project.

JOB RESPONSIBILITIES

  • Assist the Project Manager in overseeing the management and coordination of required contract deliverables ensuring compliance.
  • Supervise the compilation and preparation of daily, weekly, monthly, and ad hoc reports, including both internal company reports and Contract Data Requirements List (CDRL) submissions.
  • Oversee the collection and communication of information regarding emergent incidents or accidents, ensuring timely follow-up and communication as required.
  • Develop and enhance reporting processes based on best practices and lessons learned to improve efficiency and accuracy.
  • Contribute to Operations Management as a member of the Crisis Management Actions Team (CMAT), overseeing contract-wide personnel accountability and coordinating Non-Combatant Evacuation Operations (NEO).
  • Prepare and disseminate base-wide notifications and updates to company personnel, United States Government clients, and SAT-Client personnel.
  • Establish, maintain, and enhance professional relationships with key stakeholders, including the Contract Officer Representative (COR), U.S. Embassy Crisis Operations Cell, Office of Security Cooperation-Iraq (OSCI), Base Commander, Intel Commander, Ministry of Defense representatives, and other government and military organizations as required.
  • Develop and maintain professional relationships with partners in Erbil, including the U.S. Consulate, Erbil RSO, Erbil International Airport (EIA) officials, and vendors supporting the contract in Erbil.
  • Perform other duties as assigned, demonstrating flexibility and a proactive approach to supporting the project's needs.

JOB QUALIFICATIONS

  • Four-year undergraduate degree from a U.S. accredited university or college.
  • Verified experience with overseas contracts or international private business.
  • Ten (10) years of progressive leadership, management experience in operations, obtained through overseas contracting or military / U.S. Government service.
  • FMS/LOGCAP/AFCAP/Military management experience required.
  • Full understanding of information/operations center functions.
  • Confidentiality and trustworthiness while working with proprietary and confidential information.
  • Attention to detail; able to multitask independently and work in high stress work environment.
  • Excellent communication, effective leadership, and interpersonal skills; dependability.
  • Proficient knowledge of various computer applications (ex: Excel, Word, PowerPoint, etc.).
  • Work experience in hazardous and/or austere environments highly desired.

PHYSICAL REQUIREMENTS AND WORK CONDITIONS

  • The assignment location may be in remote and austere areas, requiring adaptability and resilience.
  • Must be capable of working long hours, varying weather conditions and hazardous environments.
  • Remain prepared for the possibility of relocation on short notice under adverse conditions.
  • Must possess the physical endurance to manage extended periods of standing, walking, and potentially strenuous activities.
  • Must be ready to respond to emergencies, including participating in evacuation or crisis management procedures as needed.
  • Capable of adapting to changes in work conditions, including shifts in workload, tasks, and environmental factors.
