The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking a talented and motivated individual to serve as the Senior Manager of Early Intervention. This is an exciting leadership opportunity with accountability for the Early Intervention (EI) Services line, part of the statewide system of Early Intervention services known as the Infant & Toddler Connection of Virginia. Loudoun Early Intervention provides supports and services to children birth to thirty-six months of age and their families under Part C of the Individuals with Disabilities Education Act (IDEA).

In this role, you will:

• Provide strategic leadership and direction to ensure a strong and comprehensive system of Early Intervention services, including public awareness efforts and early identification of children with developmental delays.
• Plan, direct, and implement a complex, integrated, comprehensive interagency service delivery system, overseeing all aspects of operations, in accordance federal regulations and state and local policies and procedures for Early Intervention.
• Serve as the state-required "Local System Manager," with responsibility for assuring compliance with all requirements under the Part C Contract with the Commonwealth of Virginia.
• Monitor contracts with private agencies and providers participating in the local Early Intervention system.
• Develop annual budgets, monitor expenditures and resources, recommend revisions and/or adjustments to service line activities necessary for budget management.
• Monitor insurance billing and revenue from public and private sources.
• Collaborate with other County agencies and Loudoun County Public Schools to ensure a comprehensive system of services and supports for children and families.
• Implement quality assurance initiatives to ensure the EI Services line meets all local and state requirements and compliance standards.
• Develop and monitor performance measures to evaluate effectiveness of services provided.
• Participate in departmental, county, regional, and state committees and initiatives.
• Supervise Program Managers providing clinical guidance and professional growth opportunities.

• Master's degree in Counseling, Early Childhood Special Education, Occupational Therapy, Physical Therapy, Social Work, Speech-Language Pathology, or a closely related human services field.
• Four (4) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting. Equivalent combination of education and experience will be considered.

• Administration of EI programs, including oversight and assessment of services provided.
• Team leadership and coordination of staff, contracted vendors, and services.
  Budgetary and fiscal accountability, including development and management of EI program budgets.
• Proven application of the principles of development of infants and toddlers and of EI evidence-based practices.
• Excellent oral and communication skills including the ability to interpret, apply, and explain policies and regulations.
• Strong facilitation skills for multi-disciplinary team discussions involving various community stakeholders.

• Professional credentialing and Virginia licensure as: Occupational Therapist, Physical Therapist, Counselor (LPC), Clinical Social Worker (LCSW), Speech-Language Pathologist (SLP), Early Childhood Special Educator, or other professional credential approved to deliver Part C Professional Services as listed in the Virginia Part C Practice Manual.
• Experience working with Part C of the IDEA with the ability to provide compliant assessments during high enrollment periods.
• Experience in clinical assessment and family-centered treatment of childhood developmental and behavioral health disorders and delays.
• Previous experience working in a government or public sector community service leadership role.
• Possess solution-focused, critical thinking within a systemic framework.
• Demonstrated leadership skills in creating high-performing teams.

• Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed
• Must be eligible for certification as a Virginia Early Intervention Professional and Case Manager
