Department FutureTex
About the Department
FutureTEX is established as a next-generation, execution-driven DOW Manufacturing Innovation Institute ( MII), intended to (eventually) operate as an independent nonprofit. Because our core mandate is to rapidly accelerate and de-risk innovation in high-performance textiles, securing our leadership infrastructure as soon as possible is critical.
Resource Allocation and Scope: Operating with $480 million committed over a 10-year term, this Manufacturing Innovation Institute ( MII) was formally launched via the U.S. Department of War in August 2026.
Unlike other large research initiatives, such as CLAWS or PowerAmerica, FutureTEX will be standing up a 501(3) nonprofit organization where the headquarters will function; however, in the interim, the initial stand-up phase is being managed out of the Wilson College of Textiles.
Over the past 125 years, the Wilson College of Textiles has developed a reputation for exceptional education, innovative research and productive industry partnerships. While we take pride in that legacy, we continue to set higher standards and new goals.
That means establishing sustainability as the foundation of everything we do. It means updating the cutting edge technology used in our state-of-the-art labs and studios. It means a commitment to a welcoming and supportive culture. Put simply, it means using our textiles expertise to improve quality of life for everyone.
We produce leaders who make a difference both at home in North Carolina and across the world. Students land top jobs in manufacturing, fashion, athletics, research, medicine, academia and more. Our faculty count the CDC, DOD and NSF as regular research partners.
The Wilson College provides both the community feel of a small college and the resources of NC State University, a leading land-grant public research institution and recognized as one of the best employers in the state. Not to mention, it's located in the heart of Raleigh, North Carolina, which is consistently listed in U.S. News and World Report's best American cities to live in.
At NC State, our employee value proposition aims to create an ecosystem of meaningful work opportunities that align with Wolfpack 2030: Powering the Extraordinary, NC State's strategic plan. We strive to provide an accepting and dynamic culture, opportunities for personal growth and professional development, and programs to support your busy life. Essential Job Duties
The Sr. Director of Project Management and Veteran Affairs Officer leads FutureTEX's project management team and coordinates the institute's veteran and transitioning service member initiatives. Reporting to the Interim Director of Zeis Textiles Extension, this position establishes consistent controls across manufacturing innovation, digital technology, and education and workforce development ( EWD) projects; supervises assigned Project Managers; and works with the EWD Director and partners to connect veterans to training and employment pathways. The role links project execution to measurable manufacturing, workforce, and defense outcomes.
Project Management and Team Leadership

  • Supervise, assign work to, coach, and evaluate Project Managers; establish clear responsibilities, workloads, escalation paths, and professional development plans.
  • Set institute-wide project management standards for project roadmaps, schedules, budgets, risk registers, decision logs, milestone evidence, reporting, and closeout.
  • Oversee the portfolio of innovation sprints, technical projects, modernization efforts, digital initiatives, and EWD projects; identify cross-project dependencies and elevate decisions to the FutureTex leadership and relevant technical or EWD leaders.
  • Coordinate project solicitation, intake, review, award onboarding, kickoff, implementation, transition planning, and after-action reviews with authorized program and contracting leads.
  • Lead monthly status review processes and quarterly project leadership reviews; maintain consolidated dashboards for schedules, expenditures, cost share, deliverables, risks, and outcomes.

Federal Project Controls and Reporting

  • Ensure assigned teams document milestone-contingent deliverables, approved work plans, payment support, and project records consistent with applicable OTA agreements, FutureTEX policies, and funding requirements.
  • Coordinate with finance, legal, security, and technical leadership on financial tracking, audit readiness, intellectual property and data requirements, CUI handling, and other applicable project controls; refer specialized compliance decisions to the responsible officials.
  • Support quarterly and annual reporting to executive leadership and DoD/DoW, including technical progress, workforce outcomes, risks, corrective actions, and transition readiness.
  • Coordinate final reports and formal after-action reviews that capture outcomes, training impact, lessons learned, and recommendations for follow-on work.

Veteran Affairs and Workforce Pathways

  • Serve as FutureTEX's lead liaison for veteran workforce initiatives, in coordination with the EWD Director and partner institutions; build relationships with military transition programs, veteran-serving organizations, employers, and regional installations.
  • Help translate relevant military occupations and experience into textile manufacturing competencies and training pathways, including short courses, pre-apprenticeships, stackable credentials, and degree options.
  • Collaborate with NC State Wilson College of Textiles, Zeis Textiles Extension, partner training sites, and Military and Veteran Services to connect participants with appropriate instruction, support, and applied learning opportunities.
  • Work with technical partners, including TPACC where appropriate, to identify suitable veteran participation in performance testing or research projects.
  • Coordinate with the EWD team to identify opportunities within the EWD framework for veterans and bring veteran-specific EWD and employment opportunities to the EWD for addition in the broader strategy to identify internships, apprenticeships, and employment opportunities; support appropriate placement referrals and follow-up.
  • Track veteran outreach, enrollment, completion, credentials, and verified employment outcomes using agreed definitions and privacy safeguards; report progress to the EWD Director and institute leadership.

Other Responsibilities

  • The Director works with the CEO, COO, technical and manufacturing leaders, EWD Director, finance and security staff, consortium members, universities, manufacturers, and government stakeholders.
  • Project Managers report directly to this position. The EWD Director retains program leadership for institute-wide education and workforce strategy.
  • This role coordinates the veteran portfolio and project delivery with that office.
  • Project awards, contractual commitments, security access, and hiring decisions remain subject to FutureTEX approval and applicable policies.
