THE POSITION

The PA CareerLink Finance & Budget Unit is searching for a Fiscal Management Specialist 3 to coordinate the day-to-day administration of federal and state funded workforce programs administered by the PA Department of Labor & Industry. This supervisory position plays a significant role in the unit's ability to effectively carry out critical budget, fiscal, administrative, analytical, and operational responsibilities. It provides necessary leadership and oversight of complex fiscal operations, supports procurement and grant management activities, and ensures adherence to federal and state regulations. DESCRIPTION OF WORK

This position performs a variety of duties that are vital for maintaining continuity of operations, strengthening internal controls, and supporting the unit's ability to meet its financial and programmatic obligations. As a Fiscal Management Specialist 3, you will perform the following duties:

  • Program Administration: Guide daily budget, fiscal, administrative, and analytical operations of federal and state funded workforce programs
  • Staff Direction: Supervise staff, establish priorities, assign work, coordinate workflow, evaluate performance, and provide training
  • Fiscal Oversight: Evaluate available funding levels, monitor a variety of expenditures for multiple programs, and approve spending adjustments
  • Financial Reporting: Prepare and evaluate reports to ensure accurate invoicing and timely reconciliation
  • Technical Analysis: Conduct detailed evaluations of budgets and expenditures and recommend corrective actions when needed
  • Policy Compliance: Maintain and implement policy documents while providing technical assistance and conducting reviews for compliance and accuracy

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2; or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
