Job Summary

The Technical Training & Development Program Manager position provides strategic leadership for the design, development, implementation, and continuous improvement of technical training programs supporting enterprise HR and business applications.

The position partners closely with HRIT, HR functional teams, application owners, project teams, domain experts, and campus partners to translate complex system functionality and business processes into effective, accessible learning experiences. The Program Manager leads training efforts associated with new system implementations, application enhancements, releases, process changes, and ongoing application support.

This role combines technical training, instructional design, program management, change enablement, and partner engagement to ensure employees have the knowledge, skills, and resources needed to effectively use enterprise applications. The position serves as a bridge between technical teams, functional domain experts, and end users, ensuring training programs reflect system functionality, business processes, user roles, and organizational needs.

What Your Key Responsibilities Will Be

Technical Training Program Management:

  • Lead the planning, development, implementation, and continuous improvement of enterprise application training programs.
  • Develop comprehensive training strategies and plans for new system implementations, application enhancements, releases, and significant business process changes.
  • Manage technical training initiatives from initial needs' assessment through development, delivery, evaluation, and transition to ongoing operational support.
  • Establish training timelines, deliverables, dependencies, milestones, and resource requirements in coordination with application and project teams.
  • Coordinate training activities across multiple functional areas, departments, domain experts, and stakeholder groups.
  • Develop scalable training approaches that support both major implementations and ongoing application enhancements.
  • Maintain a training roadmap aligned with enterprise application priorities, project schedules, product roadmaps, and organizational needs.
  • Identify training risks, dependencies, resource constraints, and readiness concerns and communicate them to project and organizational leadership.

Technical Training Development & Instructional Design:

  • Design and develop role-based technical training for HR enterprise applications, including PeopleSoft Human Capital Management (HCM), Time and Labor, Payroll, Reporting, Workflows, Customer Relationship Management (CRM), and other HR enterprise platforms.
  • Translate complex technical functionality and business processes into clear, user-centered training materials appropriate for employees with varying levels of technical proficiency.
  • Apply adult learning principles and instructional design methodologies to create effective instructor-led, virtual, self-paced, and blended learning experiences.
  • Develop and maintain training materials such as:
    • Instructor and facilitator guides
    • End-user and administrator guides
    • Job aids and quick-reference guides
    • Standard operating procedures and process documentation
    • System demonstrations
    • Recorded tutorials and micro-learning
    • Knowledge articles and frequently asked questions
    • eLearning modules
    • Practice exercises and application simulations
  • Establish documentation and training standards that promote consistency, accessibility, usability, and maintainability across enterprise applications.
  • Incorporate hands-on application exercises, demonstrations, scenarios, and realistic business processes into technical training.

Enterprise Application Implementation & Change Support:

  • Serve as the technical training lead or subject matter resource for enterprise system implementations, upgrades, releases, and continuous improvement initiatives.
  • Partner with project managers, functional leads, HRIT teams, organizational development resources, and application owners to integrate training activities into overall implementation and adaptation strategies.
  • Assess the training impact of system configuration changes, new functionality, business process changes, and application releases.
  • Review system requirements, process documentation, testing outcomes, release information, and demonstrations to identify training implications.
  • Participate in system demonstrations, testing activities, and implementation readiness discussions to develop a practical understanding of application functionality and user impacts.
  • Support organizational readiness by ensuring impacted employees receive appropriate training and resources prior to implementation or release.
  • Adapt training plans and materials as system functionality, project scope, business requirements, and implementation schedules evolve.

Training Needs Analysis & Learning Assessment:

  • Conduct training needs assessments through partner interviews, surveys, focus groups, application support trends, system usage information, and other feedback mechanisms.
  • Identify knowledge and skill gaps across application administrators, managers, supervisors, employees, and other user populations.
  • Partner with functional and technical domain experts to identify role-specific learning objectives and required competencies.
  • Develop methods for measuring training effectiveness, knowledge transfer, learner confidence, adoption, and overall program effectiveness.
  • Analyze evaluation results, application support trends, frequently asked questions, and partner feedback to continuously improve training programs.
  • Recommend additional training, communications, documentation, or system improvements when recurring user challenges are identified.

Training Delivery & Facilitation:

  • Deliver engaging technical training through instructor-led, virtual, hybrid, and self-paced formats.
  • Facilitate system demonstrations and hands-on learning sessions for employees, administrators, managers, and other partner groups.
  • Adjust technical content and delivery approaches based on audience roles, experience levels, and learning needs.
  • Deliver training and enablement for decentralized trainers, application administrators, domain experts, and support teams when a train-the-trainer approach is appropriate.
  • Communicate complex technical concepts in clear, practical language that connects application functionality to business processes and user responsibilities.

Enterprise Application Knowledge Management & Continuous Improvement:

  • Establish and maintain a sustainable repository of enterprise application training and knowledge resources.
  • Develop processes for reviewing and updating training materials following application releases, configuration changes, policy changes, and business process updates.
  • Partner with application support teams to identify recurring questions and support trends that can be addressed through improved training, documentation, or knowledge resources.
  • Promote self-service learning and knowledge management practices that improve user confidence and reduce avoidable application support requests.
  • Research emerging technologies and learning approaches, including digital adoption platforms, application simulations, learning management systems, artificial intelligence, and other tools that can improve technical learning and user enablement.

This is a limited term appointment and is not expected to continue beyond February 2027.

The annual hiring range for this position is $80,000-$93,600.

What We Require

  • Bachelor's degree from an accredited college or university in instructional design, education, information systems, human resources, organizational development, business administration, communications, or a closely related field.
  • 3+ years of relevant professional experience including:
    • Experience designing, developing, coordinating, or delivering technical or enterprise application training.
    • Experience managing training programs or workstreams involving multiple partners, deliverables, and timelines.
    • Experience translating technical or business process information into user-focused learning materials.

What We Would Like You to Have

  • Master's degree in instructional design, education, information systems, organizational development, human resources, business administration, or a related field.
  • 5+ years of experience developing or managing technical training programs for enterprise applications.
  • Experience using learning management systems, eLearning authoring tools, virtual training platforms, screen-recording tools, knowledge management solutions, or related learning technologies.
  • Experience supporting enterprise system implementations, upgrades, or major application releases.
  • Experience with enterprise HR technologies such as Human Capital Management (HCM), Time & Labor, Payroll, Applicant Tracking Systems (ATS), Learning Management Systems (LMS), Customer Relationship Management (CRM), or related platforms.
  • Experience developing training for both application administrators and end users.
  • Experience working with HR Information Technology (HRIT), Information Technology, organizational change management, or enterprise application teams.
  • Experience developing eLearning, application simulations, video-based learning, or digital adoption content.
  • Experience establishing technical documentation, knowledge management, or application training standards.
  • Familiarity with system development and implementation methodologies, including requirements gathering, testing, user acceptance testing, deployment, and post-production support.
  • Experience using data, application support trends, or user feedback to evaluate adoption and improve training programs.
  • Experience working in higher education or another large, decentralized organization.
