Overview
We are seeking an accomplished Program Manager to lead a large, multi-disciplinary enterprise support program for a national security customer. You will be the single accountable leader for all contractor and subcontractor personnel (approximately 33 staff across 26 labor categories) supporting five customer business areas: enterprise resources (program, contract, financial, and logistics management), plans and policy (strategic planning, policy, technology transfer, organizational development, communications, and engagement), security operations, human resources, and legal support.
You will hold the authority to make decisions and commit the company, serve as the primary point of contact for customer leadership, and drive quality, efficiency, and measurable performance against defined service-level thresholds on a fixed-price contract. Because this role leads every task area, success requires keeping the full scope, and how the task areas depend on each other, in view at all times.
What You'll Do
- Program Leadership & Oversight: Provide management, direction, administration, quality control, and leadership to all program personnel, including subcontractors, across all task areas and functional teams.
- Customer Engagement & Decision Authority: Serve as the primary interface with customer directors, the contracting officer's representative, and the contracting officer; respond to issues, concerns, and comments with authority to commit the company; proactively alert the customer to contractual, programmatic, and resource limitations.
- Financial & Business Process Support: Assist the customer with the program's financial and business processes while staying clear of inherently governmental functions and personal-services relationships.
- Program Management Plan: Deliver and maintain the Program Management Plan (draft within 30 business days of award), including the management approach, SOPs for all tasks, milestones, communications approach, rules of engagement, and a current organizational chart; update it at least annually or as changes occur.
- Risk Management: Develop and maintain a risk management plan covering risk identification, assessment, prioritization, mitigation and control, recovery planning, tracking, and escalation timelines; submit problem notification reports for technical, personnel, or managerial issues.
- Kickoff, Reporting & Governance: Host the kickoff meeting within 10 business days of award (agenda, staffing plan, transition status, security/badging, minutes); deliver monthly status reports and lead monthly technical status meetings covering activities by task, issues, personnel gains and losses, schedule execution, and trip summaries.
- Requirements Tracking & Continuous Monitoring: Use industry best practices and proven methods to track and document requirements and activities so the customer can continuously monitor and evaluate performance.
- Staffing, Key Personnel & Workforce Stability: Determine and manage manpower across a diverse set of labor categories; keep turnover at or below 10%, fill vacancies within 30 business days, maintain a personnel qualification matrix, and manage key personnel substitutions with advance notice and equal-or-better qualifications.
- Financial & Performance Monitoring: Monitor contract financial and operational performance using KPIs and service-level thresholds across all task areas; own the quality control plan, including preventing and correcting defects.
- Transition Management: Execute transition-in to 100% performance within 30 days of award, with weekly status updates; deliver and maintain a transition-out plan (within 90 days, then annually).
- Property, Training & Compliance: Ensure accountability for customer-furnished property, completion of required online compliance training, proper contractor identification, travel and trip-report compliance, and annual labor-hour reporting.
Who You Are (Required Qualifications)
- Program Management Credential: Active Project Management Professional (PMP) certification.
- Proven Program Leadership: Demonstrated success managing projects and programs of similar size and complexity (multi-functional, 30+ personnel, multiple customer business areas) within the last ten years.
- Manpower Management: Within the last five years, effectively determined and managed manpower requirements for programs of comparable scope, spanning a diverse range of technical skills and labor categories.
- Financial & Performance Monitoring: Within the last five years, proven experience in comprehensive financial and performance monitoring of contracts, using key performance metrics to ensure compliance and optimal outcomes.
- Executive Communicator: Able to brief senior leaders clearly, build trust, and resolve issues decisively.
Preferred Skills
- Experience managing fixed-price services contracts with performance-based thresholds and subcontractor teams.
- Experience supporting cyber, intelligence, digital forensics, or other national security organizations.
- Experience leading programs that span enterprise management, security, HR, and legal support functions.
- Experience leading contract transitions (transition-in and transition-out).
- Familiarity with quality management systems (e.g., ISO 9001) and process improvement methods (Lean/Six Sigma).
Required Education + Experience
- Education: Bachelor's degree preferred (additional relevant experience may be considered in lieu of degree).
- Experience: Proven experience within the last five years in the comprehensive financial and performance monitoring of contracts, utilizing key performance metrics to ensure compliance and optimal outcomes. Within the last 5 years, effectively determined and managed manpower requirements for projects of comparable scope, encompassing a diverse range of technical skills and labor categories
- Certification: PMP certification required.
- Clearance: Active TS/SCI clearance; must be TS/SCI eligible.
GENERAL PROGRAM REQUIREMENTS:
- Citizenship: Must be a U.S. Citizen.
- Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).
- Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
- Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
