Status: Proposal - Contingent upon Award

Location: 100% ON-SITE in Central Maryland (BWI Airport / Fort Meade area). This is NOT a remote position. The location shown in this posting's location field may reflect our corporate office; the actual place of performance is the customer site in MD.

Overview

We are seeking a Senior Cyber Policy Advisor to conduct comprehensive research and analysis on complex policy issues in cybersecurity, digital forensics, cyber training, and cyber threat analysis. You will draw on academic literature, government reports, stakeholder consultations, and data analysis to assess how well existing policies and programs work and to identify emerging trends, challenges, and opportunities.

You will manage complex policy projects from start to finish, help establish enterprise policy for project execution and performance measurement, develop policy proposals and recommendations, and represent the organization's positions in working groups and forums. You will work across the broader plans and policy team, which covers strategic planning, technology transfer, executive communications, and performance measurement, so that policy work supports the organization's overall strategy.

What You'll Do
  • Policy Research & Analysis: Research complex policy issues using academic literature, government reports, stakeholder consultations, and data analysis; analyze existing policies and programs for effectiveness; identify emerging trends, challenges, and opportunities; and maintain accurate records.
  • Policy Development: Research, prepare, and update draft policy documents derived from national, executive, departmental, and organizational authorities, with accurate roles, responsibilities, and authorities; develop policy proposals and recommendations for leadership review.
  • Policy Project Management: Manage complex policy projects end to end, including plans, timelines, and dependencies; monitor progress and resolve issues as they arise.
  • Enterprise Policy & Performance Measurement: Help establish and maintain enterprise policy for project execution requirements and performance measurement, in coordination with strategic planning and KPI tracking efforts.
  • Policy Lifecycle & Compliance: Proactively manage the policy lifecycle so internal policies remain current, with zero non-compliance with higher-headquarters directives.
  • Stakeholder Engagement & Representation: Conduct stakeholder consultations, build strong partner relationships, prepare background materials and talking points for working groups, help represent the organization in forums, present proposals, and facilitate consensus.
  • Communication Products: Prepare communication materials and presentations that convey complex policy issues clearly; respond to inquiries from stakeholders across government, academia, and industry.
  • Tasking & Action Officer Support: Support tasking management across unclassified and classified networks (consolidating requirements, tracking suspenses, drafting responses) and help administer the action officer program.
  • Cross-Functional Support: Provide policy input to strategic and annual planning, cyber exercise and continuity planning, support agreements, technology transfer, and executive communication products as needed.
Who You Are (Required Qualifications)
  • Cyber Policy Experience: Experience developing and managing policy for a defense or military organization in forensics, cybersecurity, or cyber threat analysis.
  • Analytical Problem Solver: Strong analytical and problem-solving skills applied to complex technical and operational challenges.
  • Communicator at All Levels: Proven ability to communicate effectively across all organizational levels and present complex information clearly, in writing and orally.
  • Policy Domain Knowledge: Comprehensive knowledge of policies affecting cybersecurity, forensics, cyber training, and system development, applied to ensure compliance and guide project execution.
  • Cyber Intelligence Familiarity: Familiarity with national-level cyber intelligence programs.
  • Resource Planning Policy: Knowledge of defense and intelligence community resource planning policy.
Preferred Skills
  • Master's degree in public policy, cybersecurity, law, international affairs, or a related field.
  • Experience representing an organization in interagency working groups or policy forums.
  • Experience with enterprise task management systems and classified tasking workflows.
  • Experience with support agreements, interagency agreements, or technology transfer mechanisms.
  • Cybersecurity certification (e.g., CISSP, CISM) or a digital forensics background.

Required Education + Experience

  • Education: Bachelor's degree required; Master's degree preferred.
  • Experience: 8+ years of policy development, policy analysis, or strategic planning experience, with a focus on cyber, forensics, or intelligence.
  • Clearance: Top Secret (TS) clearance with SCI eligibility.

GENERAL PROGRAM REQUIREMENTS:

  • Citizenship: Must be a U.S. Citizen.
  • Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).
  • Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
  • Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
