Overview
We are seeking an experienced Security Task Lead to provide overall management and oversight of a multi-discipline security team (approximately five security professionals, including senior security specialists, a personnel security/badging specialist, and a continuity specialist) delivering personnel, physical, industrial, information, OPSEC/CUI, and SCIF security operations for a national security organization. You will lead every security task area, from clearance processing and physical security through SCIF operations, security programs, continuity of operations, and surveys and assessments. You will hold the authority to make decisions and commit the company on security matters, be responsible for the quality and efficiency of security performance, and proactively alert the customer and its Chief Security Officer to programmatic and resource issues.
What You'll Do
- Security Team Leadership & Authority: Manage, direct, and oversee all security personnel, including subcontractors; facilitate customer communications; track and document requirements and activities for continuous customer monitoring; and assist with the security function's financial and business processes.
- Personnel Security: Oversee the full clearance lifecycle: SF-86 assistance and review, submission to the national background investigation system within 48 hours of receipt, data-entry audits, system reports, quarterly security records audits, and current security program documentation.
- Workforce Compliance & Training: Ensure staff hold the required cyber workforce/IA certifications and complete ancillary training (OPSEC, force protection, security, information protection); coordinate security awareness training and new-employee security briefings.
- Physical Security: Deliver the physical security inspection checklist within 14 days of contract start; conduct weekly inspections (including classified storage checks); stop and report critical deficiencies immediately; and issue inspection reports within three business days.
- Access Control, Monitoring & Visitor Control: Administer the access control and badging system with weekly audits and monthly audit logs; oversee camera and alarm monitoring from 6:00 AM to 6:00 PM, with monthly system tests, incident notification within two hours, and incident reports within one business day; and maintain visitor control procedures, reviewing logs weekly and updating procedures quarterly.
- SCIF Operations: Oversee SCIF access verification and logs, escort and briefing of uncleared personnel, monthly SCIF inspections (prohibited devices, classified labeling and storage), and quarterly access-control audits.
- Security Programs: Lead reviews of industrial security (with a monthly program summary report and corrective action tracking), information security and document control (monthly), personnel security, and OPSEC/CUI programs; report discrepancies within four hours; and support OPSEC/CUI awareness training.
- Continuity of Operations: Support development and maintenance of the Continuity of Operations Plan, including relocation procedures, backup communications, exercises and drills, coordination with external agencies, and after-action reviews.
- Vulnerability Assessments & Compliance Inspections: Lead risk-based security vulnerability assessments (at least monthly) and scheduled compliance inspections (schedule within 60 days of contract start); develop, prioritize, track, and verify corrective action plans, and provide revised plans within one business day when requested.
- Performance Outcomes: Drive a 50% annual reduction in physical security and unauthorized-access incidents, and prepare the organization for external security inspections with a target rating of 'Commendable' or higher (zero critical vulnerabilities).
Who You Are (Required Qualifications)
- Security Certification: Security Fundamentals Professional Certification (SFPC).
- Security Program Management: Three or more years of experience within the last ten years managing a security program of similar size and complexity (a multi-discipline security team supporting a cleared workforce, a SCIF environment, and physical, personnel, industrial, and information security programs).
- Security Disciplines: Working knowledge of personnel, physical, industrial, information, OPSEC/CUI, SCIF, and continuity of operations requirements.
- Leader & Communicator: Able to lead a team, brief senior leaders, and make sound decisions under pressure.
Preferred Skills
- Additional security professional certifications (e.g., SAPPC, SPHS, ISP, CPP).
- Experience with personnel security clearance systems of record and access control/badging systems.
- Knowledge of SCIF construction and accreditation standards.
- Experience preparing organizations for external security inspections and audits.
- Experience developing and exercising Continuity of Operations Plans.
Required Education + Experience
- Education: Bachelor's degree preferred (additional relevant experience may be considered in lieu of degree).
- Experience: 8+ years of security experience, including 3+ years (within the last 10) managing a security program.
- Certification: SFPC required.
- Clearance: Top Secret (TS) clearance with SCI eligibility.
GENERAL PROGRAM REQUIREMENTS:
- Citizenship: Must be a U.S. Citizen.
- Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week). Security coverage spans 6:00 AM - 6:00 PM ET; schedule will be coordinated with the customer.
- Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
- Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
