Essential Job Functions:

The Human Relations Specialist - Onboarding and Employee Engagement will be tasked with Human Capital responsibilities, which ensure the seamless and timely execution of internal HR process flows that result in the successful implementation of initiatives that reinforce and contribute to a strong, resilient, and high-performing organizational culture and positive employee experience.

Responsible for reviewing organizational requirements and gather data relating to such factors as turnover, restructuring initiatives, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies, and other changes.

Maintaining statistical data, monitor, and provides updates on trends and potential new program and/or problem areas that need attention. Provide statistical data to the team related to civilian acquisition workforce positions and monitor and provide regular and recurring reports on continued program progress.

Gathering stakeholder inputs, plan activities among the organization's leaders and personnel to develop a common understanding and deliver documentation and communication describing the organization's strategy and recommendations on implementation.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must be able to obtain and maintain a secret clearance.

High School Diploma/GED plus 10 years of experience, an associate's degree plus 4 years of experience, a bachelor's degree plus 2 years of experience or a master's degree plus 1 year of experience.

Former Military experience.

Ability to use strict attention to detail to verify, proofread, and edit documents that are created by others to ensure compliance with document requirements.

Strong initiative and ability to work independently to accomplish goals in a matrix environment.

Ability to take ownership of issues and solve problems independently.

Strong relationship skills and demonstrated ability to work across multiple levels of employees and teams.

Experience advising Government management in achieving sound staffing plans and position classification structures; preparation of position descriptions (PDs); and staffing matters, such as management options and alternatives regarding recruitment, reorganizations, realignments and reshape/downsizing actions.

Experience coordinating with College Outreach programs, which focuses on efforts to attract applicants in a wide variety of fields to increase the diversity of the workforce primarily through recruitment at colleges and universities.

Experience investigating and advising management on Army Acquisition Workforce programs and issues, to include the Acquisition Positions List (APL) and Acquisition Certification Requirements.

Experience compiling data for evaluation of overall strategic human capital planning needs for a 5 or more-year period.

Knowledge of uploading work products, such as documents, reports, analyses, briefings, etc., to the organizations electronic database sites as directed by Government leads.

Desired Skills:

BA or BS degree, a plus.
