Job Description
8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, and a wide degree of creativity and latitude is expected.

Minimum 5 years of experience serving as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering, understanding technology, and project management experience with PMP are a huge plus.

Responsibilities

  • Reviews, analyzes, and evaluates business systems and user needs.
  • Formulates systems to parallel overall business strategies.
  • Performs business process reengineering and identifies new applications of technology to business problems to make business more effective.
  • Applies industry-standard business process mapping and reengineering practices.
  • Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • Performs requirements elicitation, business process analysis, data profiling, source-to-target mapping, data validation, and complex SQL analysis in large enterprise or government environments.
  • Documents BRDs, functional requirements, business rules, KPIs, data dictionaries, and data lineage.
  • Collaborates with business stakeholders, data engineers, architects, and reporting teams throughout the SDLC.
  • Supports data governance, gap analysis, UAT, and enterprise reporting/analytics initiatives.
  • Facilitates requirements gathering sessions, workshops, interviews, and stakeholder discussions.
  • Translates business requirements into functional and data requirements for technical teams.

Candidate Skills and Qualifications
Minimum Requirements

  • 10 years of experience with strong written and verbal communication skills; Bachelor's degree in Business Administration, Information Systems, or related field, or equivalent work experience.
  • 8 years of experience as a Business Analyst/Business Data Analyst gathering, analyzing, and documenting business requirements in an enterprise IT environment, including state government or large enterprise settings following formal SDLC processes.
  • 8 years of experience analyzing and documenting business processes, including current-state (as-is) and future-state (to-be) process flows and data flow diagrams.
  • 8 years of experience performing data analysis and documentation, including profiling, validation, and documentation of data elements, definitions, and business rules.
  • 8 years of extensive hands-on experience writing and interpreting SQL, including complex queries, joins, and aggregations, to perform data analysis, validation, and ad hoc investigation directly against relational databases.
  • 8 years of demonstrated experience extensively engaging with business stakeholders to elicit, clarify, and validate requirements through workshops, interviews, and facilitated sessions.
  • 8 years of experience translating business requirements into functional/data requirements documents and Business Requirements Documents (BRDs) for technical teams.
  • 8 years of experience defining and documenting business measures, metrics, and KPIs and working with reporting/analytics teams to define report specifications and data sourcing requirements.
  • 8 years of experience performing gap analysis between current business processes/data and desired future-state outcomes.
  • 8 years of experience supporting User Acceptance Testing (UAT), including development of test scenarios and test cases based on documented requirements.
