Construction Manager

Cherokee Strategic Solutions, LLC (CSS) is seeking a Construction Manager to support the 50th Civil Engineer Squadron at Schriever Space Force Base. The Construction Manager provides technical support throughout the construction-project lifecycle, including project requirements development, submittal review, construction surveillance, change management, progress monitoring, closeout, and as-built review.

A Government contract requires that this position be filled by a person with legal United States residency and work authorization status. The selected candidate must be eligible to obtain and maintain installation and restricted-area access, including completion of required background checks and training.

Estimated Starting Salary Range for the Construction Manager: TBD

Responsibilities Include:

  • Provide technical construction-management support from project inception through design coordination, construction execution, field surveying, closeout, and final as-built review.

  • Develop project requirement packages by identifying functional and technical requirements, defining schedule milestones, and preparing independent Government cost estimates.

  • Review and analyze contractor technical submittals, shop drawings, material data, Requests for Information, and material proposals.

  • Provide technical recommendations for Government consideration on contractor submittals and other project documentation.

  • Conduct construction progress meetings with contractors and stakeholders during active construction.

  • Perform construction surveillance and evaluate contractor compliance with approved plans, specifications, schedules, quality requirements, and safety standards.

  • Interpret design documents in the field, identify construction problems, and provide technical recommendations to support timely issue resolution.

  • Evaluate contractor quality-control systems and performance.

  • Review contractor progress reports and payment requests and provide technical recommendations to the Government.

  • Investigate proposed contract modifications, develop or review technical justifications, and support modification-cost discussions within delegated authority.

  • Review final as-built drawing packages and verify project-closeout documentation.

  • Maintain complete project files, including inspection logs, calculations, specifications, estimates, submittals, change documentation, and progress reports.

  • Use engineering and automation tools to prepare accurate calculations, specifications, drawings, estimates, and records.

  • Prepare monthly project-status information for the required Project Status Report.

Experience, Education, Skills, Abilities Requested:

  • Degree in construction management or construction technology.

  • At least five years of extensive construction and/or contract-related experience.

  • Knowledge of engineering and construction standards, methods, practices, techniques, and cost-estimating practices for facility, pavement, and utility projects.

  • Familiarity with federal, state, and local codes and regulations; contracting practices; procedures; and negotiation techniques.

  • Working knowledge of civil, electrical, mechanical, and structural engineering concepts sufficient to interpret complex plans, specifications, and construction practices.

  • Proficiency with Autodesk AutoCAD, Microsoft Project, Automated Civil Engineer System, and comparable project-management tools.

  • Understanding of applicable health, safety, and environmental requirements.

  • Ability to analyze and interpret engineering drawings, specifications, Statements of Work, shop drawings, and material submittals.

  • Ability to maintain complete, accurate, traceable, and auditable project documentation.

  • Strong written, verbal, analytical, and stakeholder-coordination skills.
