As part of UT Dell Medical School's transformation into a world-class academic health enterprise, we are launching an Enterprise Human Capital Management (HCM) transformation centered on Workday, beginning in Fall 2026. To support this approximately 18-month implementation, we are recruiting both permanent and project-based HR and technology professionals who will help design, implement, and optimize Workday. This is a unique opportunity to build the foundational HR technology platform that will support the future University of Texas Dell Medical Center and the broader academic health enterprise.

This is a fixed-term position with an anticipated end date of September 30, 2027. The position may be eligible for extension beyond the anticipated end date based on continued business or program needs, funding availability, and satisfactory work performance. Any extension is contingent upon applicable review and approval and is not guaranteed.

The Technical Project Manager oversees the planning, execution, and successful delivery of cross-functional technical projects supporting strategic and operational initiatives across the healthcare system. This role partners with IT teams, clinical informatics, business analysts, operational leaders, and other stakeholders to ensure technical projects are delivered on time, within scope, and within budget while meeting quality and compliance standards.

Purpose

The Technical Project Manager oversees the planning, execution, and successful delivery of cross-functional technical projects supporting strategic and operational initiatives across the healthcare system. This role ensures technical projects are delivered on time, within scope, and within budget while meeting quality and compliance standards.

The position works closely with IT teams, clinical informatics, business analysts, and operational leaders to translate business needs into technical solutions and plays a key role in driving performance, compliance, and innovation within a dynamic healthcare environment.

Responsibilities

Manages Full Technical Project Lifecycle

  • Define project scope, objectives, and deliverables.

  • Develop and maintain detailed technical project plans and schedules.

  • Track project progress and adjust plans as needed.

  • Facilitate project meetings and provide status updates.

  • Close projects with appropriate documentation and lessons learned.

Stakeholder Engagement and Communication

  • Work closely with clinical, administrative, and IT stakeholders.

  • Align technical project goals with organizational priorities.

  • Manage stakeholder expectations and communications.

  • Resolve conflicts and escalate issues appropriately.

  • Ensure effective collaboration across departments.

Oversees Technical Implementation

  • Coordinate system configuration, integration, and testing activities.

  • Partner with vendors and internal teams on technical deliverables.

  • Ensure compliance with cybersecurity and data governance standards.

  • Support go-live activities and post-implementation support.

  • Troubleshoot technical issues during deployment.

Monitors Budget and Resource Allocation

  • Develop and manage project budgets.

  • Track expenditures and forecast project costs.

  • Allocate internal and external resources.

  • Identify and mitigate resource constraints.

  • Prepare financial and resource utilization reports.

Ensures Compliance and Quality Standards

  • Adhere to HIPAA, HITECH, and internal compliance policies.

  • Coordinate with legal and compliance teams.

  • Document decisions and maintain appropriate audit trails.

  • Support internal and external audits.

  • Integrate quality improvement into project planning.

Organizational Improvement

  • Participate in process improvement initiatives.

  • Mentor junior technical project staff and share best practices.

  • Participate in project portfolio reviews.

  • Promote standardization and documentation.

  • Lead or contribute to training sessions.

  • Participate in strategic planning and IT governance meetings.

  • Assist with vendor selection and contract negotiations.

  • Support disaster recovery and business continuity planning.

Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field.

  • Minimum of three years of experience managing technical projects in a healthcare or enterprise IT environment.

  • Experience managing project scope, schedules, resources, budgets, risks, and deliverables.

  • Experience collaborating with technical, operational, and business stakeholders on cross-functional projects.

  • Strong project management, organizational, communication, and problem-solving skills.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Master's degree in Health Informatics, Project Management, or a related field.

  • Minimum of five years of experience in healthcare IT project management.

  • Experience with EHR systems, cloud platforms, or enterprise applications.

  • Familiarity with Agile, SAFe, or hybrid project management methodologies.

Licenses/Registrations/Certifications

Required

  • None.

Preferred

  • Project Management Professional (PMP) - PMI.

  • Certified ScrumMaster (CSM) or SAFe Agilist.

  • ITIL Foundation Certification.

  • Lean Six Sigma Green Belt or higher.

Salary Range

$96,998+ depending on qualifications

Working Conditions
