Summary:

This Analyst position is a member of Energy Transfer's Interstate Regulatory Affairs Department's Rates Group and will be based in the Houston, Texas office. The position will work under the general direction of the Director of Rates within the Regulatory Affairs Department for interstate pipelines and will have responsibility for a wide range of regulatory activities relating to Energy Transfer's growing portfolio of interstate natural gas pipeline assets. The candidate will assist in the preparation and submission of various filings relevant to the Federal Energy Regulatory Commission (FERC).

The candidate will be a key contributor in the preparation of various reports and applications with the FERC which involves, among other things, analytical and, research skills.

The position will assist in providing guidance to other internal departments to ensure compliance with the FERC regulations and policies. The role works closely with other internal departments such as Legal, Commercial, Business Development, Accounting, IT, Measurement, Tax and Operations to ensure successful regulatory outcomes and compliance with regulations.

Essential Duties and Responsibilities:

  • Develop a comprehensive understanding of federal regulations and compliance

  • impacting interstate natural gas pipeline businesses, with the ability to summarize and provide internal guidance on compliance with such regulations.

  • Develop materials and information necessary for preparation of rate cases and other rate related filings.

  • Prepare detailed cost-of-service studies, rate design, and scenario analyses to support rate proposals and regulatory strategies.

  • Develop and compile necessary information to prepare and file monthly, quarterly and/or annual reports with FERC.

  • Prepare other miscellaneous FERC filings as required.

  • Research and analyze FERC filings, orders and policies as required.

  • Communicate and collaborate with other groups in the partnership to develop rate related filings.

  • Perform other related duties as required to meet the ongoing needs of the organization.


Skill Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

  • Bachelor's degree in Accounting, Finance, or Business, or relevant experience.

  • Regulatory experience in the natural gas industry.

  • Proficiency in MS Excel, MS Word, and MS Access

  • Exhibit strong communication (verbal and written) and interpersonal skills.

  • Demonstrates strong analytical and problem-solving skills.

  • Ability to coordinate with and support both internal and external customers.

  • Ability to multi-task, prioritize work and adapt to changing deadlines.

  • Ability to manage and work with complex issues in a fast-paced environment.

  • Ability to work independently with minimal direction as well as part of a team.

  • Highly organized with strong attention to detail and sense of urgency.

  • Depending on qualifications, the successful candidate will be offered a position at an appropriate level.

Required experience is commensurate with the selected job level:

  • The Rate Analyst level requires a Bachelor's degree or equivalent experience and 2-5 years of relevant job related experience.

  • The Senior Rate Analyst level requires a Bachelor's degree or equivalent experience and 5-8 years of relevant job related experience.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be required.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
