Summary: The Technical Instructor IV/ Consultant Medical SME will perform the duties and tasks of an Advanced Instructor and subject matter expert (SME) for public health preventive medicine, and occupational medicine training programs in a manner that establishes and maintains a good learning and working environment, including assisting in developing and revising of any/all necessary instructional materials, instructing students, administering the course, in concert and coordination with Government instructors (i.e. training team), and according to criteria and guidance established by the MEDCoE and Chief, Public Health Division.
Responsibilities
Essential Job Functions:
- Assist in development and updating instructional materials (such as lesson plans, student notes with illustrations, visual aids, and examinations) incorporating current technical subject matter, DoD doctrine, policies, guidelines, lessons learned, and current work practices into the instructional materials and training program in accordance with the Program of Instruction, policies, and guidelines provided. Deliverables: lesson plans, student notes with illustrations, visual aids, and examinations, Facilitator Guides, Student Guides, Course materials - PPT, Adjunctive references. Provide a copy of deliverables to COR via email.
- Conduct classroom and laboratory instruction (i.e., teach) of any/all lesson topics in the courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives. Prepare samples, set up, and administer/conduct laboratory exercises. Assist in development, set up, administer, and grade written and laboratory practical examinations as well as perform appropriate statistical analysis on exam results in accordance with the policies and guidelines provided. Instruction may be conducted in a virtual environment over the internet using programs such as ATISE, Microsoft TEAMS, ZOOM, or other virtual enhancement programs. This may require monitoring and responding to questions or message board information/requests. Evaluate student performance on graded assignments and presentations.
- Provide SME support to Computer-/Web-Based Training (CBT/WBT) instructional designers and programmers developing interactive multimedia.
- Provide SME/scientific technical support that is technically accurate, insightful, and creative; contribute to technical scientific discussions in a manner that is positive contribution to group/teamwork.
- Perform course administrative functions including maintaining student and course administrative records, organizing training materials, and identifying supply needs.
- Perform typical laboratory training logistics activities such as using supplies and equipment in accordance with guidance and budget, maintaining the order and cleanliness of the training facility as needed, and assisting with setting up and moving laboratory furniture and equipment within the facility and/or to Camp Bullis.
Qualifications
Necessary Skills and Knowledge:
- Be able to read, write, and speak English fluently.
- Possess excellent written and oral communication and presentation skills.
- Possess good interpersonal relationship skills necessary for establishing and maintaining a good learning and working environment with students and faculty.
- Be capable of learning and utilizing current and emerging military and commercial.
- Be proficient with the Microsoft Windows 10 and Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Word, Outlook, and Access; be proficient with photo editing software (specific item may vary).
- Be able to troubleshoot basic computer hardware and software required for services being provided under each individual task order.
- Able to stand and walk around classroom/laboratory for 2 hours continuously and intermittently for 2 hours.
Minimum Qualifications:
- Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the council on Medical Education of the American Medical Association, Association of American Colleges, Liaison Committee on Medical Education, Commission on Osteopathic College of Accreditation on the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
- Board certification in Public Health & General Preventive Medicine or board certification in Occupational & Environmental Medicine. Ten years of experience and training in Preventive Medicine field (i.e., PH & GPM, OEM). Resume must reflect sufficient level of expertise in public health, and General Preventive medicine, with knowledge base of Occupation Medicine.
- Military deployment experience to foreign countries with response to tropical, endemic, and other biological diseases. Public Health knowledge to include epidemiological support, contact tracing, community health, public health emergency management, Disease Non-Battle Injuries (DNBI), disease surveillance, outbreak investigation, medical threat risk assessment, and tropical medicine. Knowledge base of Occupational Health Program administration, consulting regarding hazardous conditions or exposures, interpreting medically related programs, infection control, etc. Clinical knowledge to provide instruction and answer questions from provider perspective.
