Job Description

PURPOSE:

The Human Resources Administrator supports PCC Carson City's Human Resources department by coordinating employee records, onboarding activities, compliance documentation, HR systems, recruiting support, and administrative processes. This role serves as a key resource for maintaining accurate employee data, supporting regulatory compliance requirements, and ensuring HR records and processes are organized, efficient, and audit-ready.

The Human Resources Administrator works closely with employees, supervisors, managers, and external partners while providing administrative support across all areas of Human Resources, including recruiting, onboarding, employee records, compliance, training, benefits administration, and employee relations support.

ESSENTIAL JOB RESPONSIBILITIES:

Employee Records & Documentation

  • Maintain employee personnel files and HR records in accordance with company policies and record retention requirements.
  • Organize, scan, digitize, and maintain electronic and physical employee records.
  • Ensure personnel files remain accurate, complete, and audit-ready.
  • Support document retention and records management initiatives.
  • Process employment-related documentation including status changes, wage changes, disciplinary documentation, and employee acknowledgements.

Onboarding & Employee Support

  • Coordinate pre-employment and onboarding activities for new hires.
  • Prepare onboarding packets and employment documentation.
  • Assist employees with routine HR questions and direct more complex matters to HR leadership.
  • Support new hire orientation and onboarding processes.
  • Coordinate badge requests, system access requests, and onboarding logistics.

Records Management & Compliance Projects

  • Coordinate personnel file organization, digitization, and records retention initiatives.
  • Scan, index, and maintain electronic employee records to ensure accuracy, accessibility, and compliance.
  • Maintain HR records in accordance with company record retention schedules and legal requirements.
  • Support HR compliance projects involving employee files, I-9s, onboarding documentation, training records, and employment-related records.
  • Conduct periodic audits of personnel files and HR records to identify missing, incomplete, or outdated documentation.
  • Assist with records management projects to support audit readiness and regulatory compliance.
  • Track and maintain required employment documentation and follow up on outstanding items.
  • Support document retention schedules and secure disposition of records in accordance with company policy.
  • Assist with HR process improvement initiatives focused on efficiency, organization, and compliance.

Recruiting & Staffing Support

  • Schedule interviews and coordinate candidate communications.
  • Maintain applicant tracking and recruiting records.
  • Assist with job postings and recruiting activities.
  • Coordinate pre-employment screenings, background checks, and onboarding requirements.
  • Support hiring events and recruiting initiatives as needed.

HR Systems & Data Management

  • Enter and maintain employee information within Workday & other HR systems.
  • Generate reports and maintain spreadsheets related to staffing, training, attendance, turnover, and other HR metrics.
  • Support data validation and system audits.
  • Assist with special projects involving data cleanup, digitization, and process improvements.

Training & Employee Programs

  • Support administration of training records and employee development programs.
  • Track training completion and maintain training documentation.
  • Assist with employee engagement activities, recognition programs, and HR initiatives.

Compliance & Audit Support

  • Assist with preparation and maintenance of compliance-related documentation, including I-9s, E-Verify records, OSHA records, FMLA documentation, and other employment-related records.
  • Conduct periodic audits of employee files and HR records to ensure accuracy and compliance.
  • Track required employment documentation and follow up on outstanding items.
  • Support HR compliance reviews, internal audits, and corrective action initiatives.
  • Assist with preparation of reports and documentation requested by internal or external stakeholders.

General

  • Maintain confidentiality of employee, company, and business information.
  • Assist with employee events, service awards, engagement activities, and other HR programs that support a positive employee experience.
  • Maintain a high level of professionalism and customer service.
  • Support continuous improvement initiatives within Human Resources.
  • Perform other duties as assigned to support department and business objectives.

PREFERRED EDUCATION AND EXPERIENCE:

  • High school diploma or GED required; Associate's or Bachelor's degree in Human Resources, Business Administration, or related field preferred.
  • Minimum 1-3 years of administrative, office, customer service, HR, payroll, or recruiting experience preferred.
  • Demonstrated customer service mindset with the ability to build positive working relationships at all levels of the organization.
  • Experience in maintaining confidential information and employee records.
  • Proficiency with Microsoft Office including Outlook, Word, Excel, and Teams.
  • Experience with Workday, applicant tracking systems, or document management systems preferred.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities and meet deadlines.
  • Strong verbal and written communication skills.
  • Demonstrates a high level of ownership, follow-through, and accountability.
  • Ability to maintain confidentiality and exercise sound judgment.

PHYSICAL REQUIREMENTS:

  • Ability to sit, stand, walk, and move throughout office and manufacturing environments.
  • Ability to lift and carry up to 35 pounds occasionally, including personnel files, records boxes, and office supplies.
  • Frequent computer use, data entry, scanning, and document review.
  • Ability to move between office locations and departments throughout the facility.

ITAR REQUIREMENTS:
This position requires access to export-controlled technical data and technology. Under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), applicants must be a U.S. Person as defined by 22 C.F.R. *120.15.
