Description

The Program Manager oversees coordination and implementation of family engagement and advocacy initiatives across Catholic Charities' early learning services. This position ensures contract deliverables are met, supports core program design, and oversees the data reporting process for assigned programs. The Program Manager also supports statewide initiatives by participating in collaborative partnerships with Child Care Aware and other organizations to increase access to early learning programming, strengthen family voice and advance policies that support families and early learning professionals throughout Central Washington.

Responsibilities:

Oversight of Early Learning & Family Support Programs



  • Ensure effective implementation of initiatives, ensuring quality service delivery and monitoring program deliverables.
  • Work with program staff to develop and oversee work plans to achieve all goals and contract deliverables within contract timelines.
  • Create inventory tracking systems for federal reporting.
  • Build, implement, and maintain communications systems to support data for reporting across the division.
  • Establish communication and policy protocols with local partners to oversee and plan birth-to-five early learning services.
  • Maintain and evaluate data collection methods, and track and report required data in the region to ensure meeting performance metrics and contract needs.


Staff Leadership & Supervision



  • Provide leadership, mentoring, training, and direct supervision to assigned staff
  • Review documentation, work products, timesheets, and mileage for assigned staff, providing additional training and support to meet quality requirements
  • Ensure adequate workforce capacity to meet contract and service requirements
  • Conduct monthly supervision meetings and annual performance evaluations
  • Participate in Early Learning Services leadership team meetings and represent a strong, united leadership role within the early learning division


Partnerships, Systems Coordination and Advocacy



  • Function as Family Access Manager to support coordinated recruitment & enrollment (CRE) efforts in collaboration with Childcare Aware of Washington (CCA)
  • Assist with developing a framework to increase access to early learning programming and to support families in identifying and connecting with appropriate services to meet their needs
  • Lead professional learning community meetings as required
  • Collaborate and support integration of internal Catholic Charities systems
  • Provide leadership in the continued development of key Early Learning partnerships through representation and fostering of collaborative relationships with local, regional, and state early learning partners, stakeholders, agencies, councils and relevant coalitions as requested
  • Promote Family Engagement through in person meetings, attendance at local early learning meetings and events at local, regional, and state levels for the early learning professional community in a positive and professional manner.
  • Travel across Central Washington to support Coordinated, Recruitment and Enrollment and Advocacy activities.

Non-Physical Requirements:

Education



  • Bachelor's degree in Early Childhood Education, Business Administration, Human Services or related field, required
  • Master's Degree preferred


Experience



  • Five years of progressive experience in Early Childhood Education or related field


Special Skills



  • Ability to build positive working relationships with stakeholders and external partner organizations.
  • Knowledge of QRIS, childcare licensing regulations, and early learning systems
  • Experience in data collection and evaluation processes preferred
  • Experience supervising and mentoring professional staff preferred
  • Excellent verbal, written, and interpersonal communication skills
  • Proficiency in Microsoft Office, database systems, and project management systems
  • Ability to travel up to 25%, including occasional evenings & weekends
  • Bilingual English/Spanish preferred


Licensure, Registration, Certification



  • Valid Washington State driver's license and minimum required liability insurance for WA State
  • Must be deemed insurable as determined by Catholic Charities' liability insurance provider
  • Compliance with TB testing, Department of Children, Youth and Families background checks, fingerprinting, and vaccination requirements


Employment is conditional upon:



  • Being cleared by criminal background check and fingerprinting when required


Wage Range: $85,000 to $95,000; depending on education and experience

Work Schedule: Monday - Friday, 8am to 5pm; flexible availability for after hour needs
