Job Title: Systems Analyst 2

Location(s): Austin, TX

Summary:
Seeking a Systems Analyst II to support healthcare and Medicaid-related application development initiatives. The role involves gathering and documenting business requirements, analyzing business processes, creating functional specifications, supporting testing activities, and serving as a liaison between technical and non-technical stakeholders throughout the Software Development Life Cycle (SDLC). The analyst will help ensure solutions meet business needs, comply with established standards, and support continuous improvement efforts.

Key Responsibilities:

  • Gather, analyze, and document business and system requirements through collaboration with business stakeholders and subject matter experts.
  • Create use cases, process flows, wireframes, acceptance criteria, and other project documentation.
  • Analyze existing and proposed business processes to assess system impacts and recommend solutions.
  • Assist with project documentation and online help content development.
  • Ensure application and solution designs comply with organizational standards and requirements.
  • Develop and execute test plans, test scripts, and test data; validate results and support defect resolution.
  • Monitor enhancement activities and communicate project status, risks, and issues to stakeholders.
  • Participate in status meetings and provide updates to project teams, including developers, business analysts, database administrators, and project managers.
  • Maintain and update work assignments through ticketing and project management systems.
  • Communicate system functionality, technical issues, and process changes to both technical and non-technical audiences.
  • Facilitate knowledge transfer through documentation, training sessions, architecture diagrams, workflow documentation, and stakeholder communications.
  • Support Agile/Scrum development processes and contribute to continuous process improvement initiatives.

Required Qualifications:

  • 5+ years of experience with Medicaid claims processing.
  • 5+ years of experience analyzing business objectives, processes, and system requirements.
  • 5+ years of experience evaluating user requirements and improving business systems through automation and process enhancements.
  • 5+ years of experience creating functional specifications, business requirements documentation, and system documentation.
  • 5+ years of experience conducting cost-benefit analyses and evaluating alternative solutions.
  • 5+ years of experience documenting input/output requirements and reporting needs.
  • 5+ years of experience using Azure DevOps and creating wireframes.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Knowledge of IT industry trends, emerging technologies, architecture principles, and solution delivery methodologies.
  • Knowledge of data protection practices, technology standards, and governance processes.
  • Experience working within Agile or Scrum environments.

Preferred Qualifications:

  • Experience with the Texas DIR Project Delivery Framework and related documentation templates.
  • Familiarity with enterprise information architecture and information management methodologies.
  • Understanding of software architecture, infrastructure components, and technology roadmaps.
  • Experience supporting large-scale healthcare or government technology environments.
