ISPA Technology is seeking an experienced Program Manager. The ideal candidate will provide strategic project leadership, cost and schedule management, stakeholder coordination, and technical oversight across complex IT, engineering, and cybersecurity programs. This role requires strong program management expertise, the ability to lead cross-functional teams, and experience supporting high-visibility DoD initiatives in a fast-paced, mission-critical environment


Key Responsibilities


  • Develop, maintain, and manage integrated project schedules, milestones, dependencies, risks, and performance metrics supporting Naval Enterprise Network (NEN) initiatives.
  • Lead full lifecycle project management activities, including requirements analysis, planning, execution, testing, deployment, sustainment, and reporting for enterprise modernization efforts.
  • Coordinate with engineering, cybersecurity, production, logistics, and financial stakeholders to develop cost estimates, funding requirements, and resource plans for Requests for Comment (RFCs) and project initiatives.
  • Monitor and analyze project cost, schedule, and performance data; establish and maintain approved program baselines and recommend corrective actions as required.
  • Prepare and maintain project documentation, technical reports, meeting minutes, executive briefings, Plans of Action and Milestones (POA&Ms), and status reports in accordance with DoD and NAVWAR standards.
  • Facilitate technical interchange meetings, working groups, design reviews, production reviews, and stakeholder coordination efforts; track action items and document impacts to project execution.
  • Support configuration management, change management, production coordination, and installation planning activities while ensuring compliance with enterprise processes and governance requirements.
  • Conduct site surveys, assessments, and engineering analyses to support system upgrades, modernization efforts, and enterprise infrastructure planning.
  • Provide technical and programmatic support for IT Service Management (ITSM), Agile implementation, DevSecOps initiatives, AI integration, automation, and data visualization efforts.
  • Develop and standardize processes, procedures, and recurring government documentation to improve operational efficiency, compliance, and organizational performance.
  • Support executive-level communications by preparing presentation materials, technical data, and strategic recommendations for leadership decision-making.
  • Coordinate system installation, sustainment, and engineering activities, including documentation updates, configuration control, cybersecurity compliance, and lifecycle support.
  • Perform financial management and cost analysis activities, including budget planning, spend plan support, funding justification, and identification of cost-saving opportunities.


Required Qualifications:


  • Bachelor's degree in a technical, engineering, business, or management discipline.
  • Minimum 15 years of professional experience in program and project management supporting complex IT, engineering, or DoD environments.
  • Experience supporting DoD, Navy, NAVWAR, NIWC, or enterprise IT modernization programs.
  • Knowledge of Agile methodologies, ITSM frameworks, configuration management, and DevSecOps practices.
  • Strong leadership, communication, stakeholder management, and technical documentation skills.
  • Ability to manage multiple high-visibility projects in a fast-paced, mission-critical environment.
