PAY GRADE: 410

PAY RANGE: $87,869.43 - $107,640.00

The buildings and grounds at the Divisional Headquarters are maintained in an efficient and supportive manner for employees, volunteers and visitors and results in an effective communication of the values and mission of The Salvation Army.

ESSENTIAL DUTIES AND RESPONSIBILITIES



  1. Administration & Planning

    1. A plan is in place that identifies both routine and critical facility needs for the DHQ property. As a result plans are developed, approved and implemented that supports the administrative work of the North and Central Illinois Division.
    2. Annual plans are in place for maintenance and improvements to the property.
    3. Long term plans are developed, implemented and evaluated.
    4. Facility related budgets are developed and monitored.
    5. A process is in place that effectively addresses unexpected needs as they occur.
    6. Insurance coverage is acquired and updated for all DHQ property.
    7. Major projects and improvements to DHQ property are managed in a way that ensures both high quality work and cost effectiveness.
    8. Construction and remodeling projects are effectively managed to meet Division needs and budgetary restraints.
    9. Systems are evaluated for ongoing upkeep as well as for update/improvement.
    10. Plans are coordinated through both approval and implementation phases.
    11. Ongoing work in monitored in order to ensure project objectives.
    12. The furnishing needs of both current and new offices from planning, acquisition and installation.
    13. The grounds are maintained as appropriate for seasonal needs.
    14. Vendors are identified and relationships are maintained that provide quality resources to DHQ at the most effective cost.
    15. Budgets are developed and managed to ensure appropriate Fiscal management of the area.
    16. Costs for projects/purchases are estimated and processed for approval.
    17. A system of bids/approvals exists for purchase of services/equipment/materials/supplies.
    18. Reports are generated that provide accurate and detailed information necessary in the management of the Department's responsibilities.
    19. A process is in place that ensures regular inspections as well as identifies, recommends and oversees ongoing repairs and improvements to the property.
    20. Other Service Areas are coordinated for DHQ employees.
    21. A system is in place to effectively manage room reservation/setup/break down
    22. Pool vehicles are maintained/assigned within policy and procedure.
    23. Manage houses on Kedvale and apartment complexes on DHQ property.

      1. Guests housing is coordinated from reservation, preparation and clean-up.




  2. Safe Working Environment

    1. A plan is in place that addresses the security needs of the facility.
    2. An emergency/disaster plan is in place.
    3. The reception area is managed in a manner that ensures entrance/exit of individuals that reflects the mission of The Salvation Army as well as appropriate policies, procedures and security concerns.


  3. Leadership to Staff

    1. The Facilities Maintenance Area is effectively managed so that DHQ facilities are maintained in a manner that ensures effective upkeep of all systems and property (HVAC, electrical, structural, plumbing, grounds, etc.), preventative maintenance schedules, general custodial/housekeeping and system checks.
    2. The Reception area receives direction, training and feedback required to perform duties successfully.
    3. The mailroom/copy center ensures effective communication of information through mail and general delivery systems and copy services. Quality supplies and printed materials are available to DHQ staff at the most efficient cost.
    4. Overnight cleaning service receives direction, training and feedback required to perform duties successfully.


  4. Meetings and Communication

    1. A resource is available to provide service to DHQ as the need arises.
    2. Relationships are maintained and services are coordinated with other DHQ department as appropriate (IT, Property).

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

Education: A High School degree required, Bachelor's degree preferred.

Experience:



  • A Building Services professional with a minimum of 5 years' experience managing support and maintenance services. An exposure to social services or faith-based organization is preferred.
  • A background giving direction to employees in a variety of positions as well as a thorough knowledge of developing/directing management for facilities and grounds.
  • Valid Driver's license/MVR clearance


Skills/Abilities:



  • A willingness to promote the mission of The Salvation Army.
  • Excellent communication (verbal and written) and interpersonal skills.
  • An attention to detail, procedures, processes and policies.
  • The ability to work with confidential material.
  • An ability to manage projects, priorities, and programs in a constantly changing environment.
  • An extensive knowledge of the principles of facilities and grounds management with prior experience in the construction, building and maintenance trades is preferred.
  • An understanding of office support systems, technology and procedures.


JOB LIMITATIONS



  • This individual will only commit Army resources that have been allocated or approved.
  • This individual will keep the Divisional Secretary for Business informed on all critical issues relating to their area of responsibility.
  • This individual will adhere to all policies and procedures in carrying out the responsibilities of this position.


PHYSICAL DEMANDS/WORK ENVIRONMENT



  • This position is required to do moderate physical work and must be able to lift 25pounds, and Specific vision abilities required by this job include close vision, distance vision, and ability to focus
  • In order to successfully perform the essential functions of this position, the employee is regularly required to stand for lengthy periods of time; use hands to finger, handle, or feel; and talk or hear. The employee is frequently required to walk, reach with arms and hands, and stoop, kneel or crouch.
  • The work environment for this position includes an office environment with an average noise level.
