Overview

The Senior Human Resources Project Manager leads the end-to-end delivery of a large-scale Human Resource Management System (HRMS) modernization and implementation program. This role provides strategic and operational leadership across Project Management Office (PMO) functions, SaaS system implementation, and enterprise-wide change management to ensure successful delivery on time, within scope, and within budget.

The position serves as the primary point of coordination between business stakeholders, HR, payroll, IT, vendors, and executive leadership, ensuring alignment with organizational objectives and compliance with regulatory and security standards.

Responsibilities

Program & Project Leadership

    Provide HR guidance to the full lifecycle of HRMS implementation (planning, design, execution, go-live, stabilization).
  • Assist the Project Management Office (PMO) to provide governance and oversight.
  • Coordinate concurrent workstreams including PMO, implementation, and change management.

Project Planning & Governance

  • Assist in development of project charter, roadmap, and governance framework.
  • Apply approved project management methodology (Agile, Waterfall, or Hybrid).
  • Provide input to Prime when establishing roles, responsibilities, and decision-making structures.

Schedule, Budget & Resource Management

  • Develop and maintain detailed project schedules, milestones, and dependencies.
  • Manage resource allocation and staffing plans.
  • Ensure efficient utilization of internal teams and vendor personnel.

Risk, Issue & Quality Management

  • Identify, assess, and mitigate risks through proactive risk management planning.
  • Establish issue tracking, escalation, and resolution processes.
  • Implement quality assurance processes, testing strategies, and performance metrics (KPIs).

Stakeholder & Communication Management

  • Develop communication and stakeholder engagement strategies.
  • Provide regular status reports to executive leadership and stakeholders.
  • Facilitate governance meetings, steering committees, and working sessions.

HRMS Implementation Oversight

  • Oversee HR requirements validation, system design, and configuration.
  • Provide HR expertise during integration with payroll, finance, and enterprise systems.
  • Support HR data migration, testing (SIT/UAT), and go-live activities.
  • Ensure deployment of core HR modules (HCM, payroll, benefits, talent, etc.).

Change Management & Training

  • Assist in change management strategy including stakeholder mapping and adoption plans.
  • Support communication campaigns, training programs, and user support.
  • Monitor adoption metrics and implement continuous improvement initiatives.

Compliance & Security

  • Ensure compliance with federal regulations, privacy, and security standards.
  • Support adherence to FedRAMP and government cybersecurity requirements.

Other duties as assigned.



Qualifications

  • Bachelor's degree in HR, Business Admin, Information Sys, Public Admin, or related field.
  • Minimum 8-12 years of progressive project management experience.
  • Minimum 5 years leading enterprise HRMS or HCM implementations.
  • Demonstrated experience leading large-scale SaaS/cloud transformation projects.
  • Experience establishing or leading a Project Management Office (PMO).
  • Proven experience in:
    • HR, payroll, and benefits systems
    • System integration and data migration
    • Change management and organizational transformation
  • Experience working in federal, public sector, or highly regulated environments preferred.


Desired Qualifications

  • Master's degree (MBA, MPA, HR, or related discipline).


Certifications

  • PMP (Project Management Professional)
  • PgMP or equivalent program management certification
  • SHRM-CP / SHRM-SCP or SPHR (HR certification)
  • Agile / Scrum certification (e.g., SAFe, CSM)
