PURPOSE

Responsible for the management of resources and selection of people to provide an efficient and effective licensed escrow fund control business.

ESSENTIAL DUTIES AND RESPONSIBILITIES




  • Maintain integrity and quality of service through procedures, employee selection, training, evaluation and service.
  • Relationship management, promote and maintain good relations with the customer base, lenders, contractors, and owners.
  • Prospect building new relationships, expanding market share.
  • Attend community events, participates in professional, charity and other organized events.
  • Lead direct marketing including development and evaluation of promotions and promotional items.
  • Maintain current knowledge of state and federal regulations in reference to lien laws, title, and construction lending. Aware of current trends within the industry and national markets. Responsible that all state and regulatory requirements are fully met.
  • Identify and select local inspectors and project specialists to support inspection program.
  • Process management, fee negotiations, and quality control of inspection program.
  • Conduct department meetings for training, information and exchange of ideas
  • Assist Controller/Operations Manager and employees in the execution of their responsibilities as needed.
  • Maintain employee registration file for certificates and procedures for fund control board of directors and staff.
  • Total involvement in any legal questions and represents fund control when deposed as a witness for records and court events.
  • Resolve customer problems and continues to achieve constant improvement to customer service including recognition of changing needs of customer base.
  • Maintain knowledge of strategic, financial and operational components of business. Monitor and evaluate expenses, procedures and working relationships.
  • Assist customers with new projects, cross promote lumber sales to fund control projects, and spot check all active jobs for compliance with escrow law.
  • Recognize needs and current trend for technology advancements. Responsible for ongoing advances and evaluation of technology improvements. Must have knowledge of capabilities and limitations of the fund control computer system.
  • Manages Controller/Operation Manager who supervises a total of nine employees, and the inspection group that consists of four independent contractors.
  • Understands and observes all safety procedures and practices and ensures that employees observe all safety procedures and practices in order to prevent injuries or damage; schedules periodic safety meetings and solicits recommended changes to improve safety procedures.
  • Other duties may be assigned.



SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

MINIMUM REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Bachelor's Degree in Finance, Economics, Real Estate, or Business required. Minimum of five (5) years experience managing licensed escrow company that specializes in joint control escrows with title and lien laws as they relate to construction loans in all fifty states. Minimum of five (5) years experience Annual continuing education classes to satisfy escrow officer requirements. Certified manager with the Department of Corporations of the State of California required. One year departmental experience.

Construction related background with ability to know and communicate with contractors regarding specific building components. Real Estate background and/or lending preferred. Must be able to pass FBI background check in order to be bonded by Escrow Agents Fidelity Corporation. Ability to communicate in Spanish is helpful
