Job Summary

JOB SUMMARY:

The Airport Operations Coordinator supports safe, compliant, and efficient airport operations at Frederick Municipal Airport (FDK). Responsibilities include conducting airfield inspections, issuing NOTAMs, monitoring wildlife activity, supporting airport security functions, maintaining airfield and landside facilities, and responding to airport emergencies. This position also assists with traditional maintenance functions including grounds care, snow and ice removal, facility repair, and equipment operations in accordance with FAA regulations and best practices.

The Airport Operations Coordinator is an essential employee meaning the incumbent is responsible for providing services that are critical functions required to maintain order, peace, safety, and the well-being of residents and visitors to The City of Frederick in the event of a critical incident. As such, the jobholder will be required to respond to emergencies as needed at the Frederick Municipal Airport when directed to doso.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Conduct daily and special airfield inspections.
  • Issue NOTAMs and Field Condition Reports.
  • Assist with snow and ice control operations; operate plows, brooms, and related equipment.
  • Support airport security functions including monitoring access control, reporting suspicious activity, and assisting with TSA compliance.
  • Monitor wildlife activity and implement mitigation measures.
  • Provide customer service to tenants, pilots, and the public.
  • Assist with construction project monitoring, airfield closures, and safety compliance.
  • Perform grounds, facility, and equipment maintenance including mowing, landscaping, painting, basic repairs, and janitorial tasks.
  • Respond to airport emergencies and aircraft incidents; coordinating with emergency response agencies and City of Frederick staff.
  • Operate City vehicles and heavy equipment.
  • Assists in the execution of the Airport's Preventative Maintenance Plan.
  • Works with contractors, utility companies, consultants, government agencies, staff and others to coordinate and ensure compliance with project documents and City of Frederick Standards and Specifications.
  • Escorts contractor(s), maintenance personnel, or other guests on airport property
  • Performs other related duties as required

REQUIRED EDUCATION AND/OR EXPERIENCE

  • High school diploma or GED required with at least two (2) years of aviation experience, OR Bachelors Degree in Aviation Management or related field of study.
  • Familiarity with FAA Regulations, two-way radio communications, or maintaining public facilities preferred.

REQUIRED CERTIFICATES AND/OR LICENSES:
  • Valid driver's license in goodstanding
  • Ability to obtain ICS 100/200/700/800 within one (1) year.
  • Ability to obtain Airfield Driver certification within six (6) months ofemployment.
  • Ability to obtain Airport Certified Employee (ACE) Airport Operations certification within one (1) year.
REQUIRED SKILLS:
  • Ability to read and comprehend simple instructions, short correspondence, andmemos

  • Abilitytoadd,subtract,multiply,anddivideinallunitsofmeasure,usingwholenumbers, common fractions,percentages

PREFFERRED (NOT REQUIRED) SKILLS:
  • Knowledge of airport operations, FAA Part 77 & Part 139, Maryland COMAR
  • Membership with the American Association of Airport Executives(AAAE)
  • Certified Member (C.M.) certification from American Association of Airport Executives (AAAE)
  • Maryland Class B CDL
  • FAA Private Pilot Certificate, FAA sUAS Certificate, or similar.
  • Snow & Ice Control (Snow Boss) training

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to remain in a stationery position and/or to move about for long periods of time, and to perform physical activities that require considerable use of your arms and legs and moving one's whole body to climb, lift, balance, walk, twist, stoop, kneel, crouch, crawl, and handle materials. This individual must have the ability to bend, stoop, kneel, crouch, or crawl. The employee is occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms. The successful candidate must be able to regularly lift up to 50 lbs., and to occasionally lift up to 100 lbs. with assistance. This individual must be able to express or exchange ideas by means of the spoken word, including activities in which s/he must convey detailed or important spoken instructions to other workers accurately, loudly, and/or quickly.

The worker is required to have the visual acuity (with or without correction) necessary for normal visual inspection, including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The worker must have the ability to perceive the nature of sounds at normal speaking levels with or without correction and have the ability to receive detailed information through oral communication, and to make the discriminations in sounds. The worker is required to listen to and understand information and ideas presented in the English language through spoken word and sentences. This individual must have the ability to recognize there is a problem. The worker is required to identify information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events. This individual must have the ability to coordinate two or more limbs while remaining in a stationary position, standing or lying down.

WORK ENVIRONMENT/CONDITION:

While performing the duties of this job, the employee is frequently exposed to outdoor weather conditions. The employee is occasionally exposed to hot, cold, wet and/or humid conditions, moving mechanical parts, fumes and airborne particles, toxic or caustic chemicals, vibrations, and insects/wildlife. The noise level in the work environment is moderate. The jobholder must be available to work varied hours, including extended workdays, weekends and/or holidays, as needed.
