Summary
This role will serve as a strategic advisor to the college president and senior leadership team, and will direct, coordinate, and facilitate the implementation and management of key strategic initiatives relative to financial management and administrative support services. This includes advising the college president and peer vice presidents on matters relative to administrative services, and budgetary preparation and presentation.
Essential Role Responsibilities
Reporting to the President, the Executive Vice President will be responsible for the leadership, management and supervision of the finance and human resources operations of the college. These operations include all financial accounting, accounts payable, payroll, cashiering, accounts receivable, budget preparation and control, and human resources functions of the college.

* Ensures that all business and administrative services under the administration and finance area promote customer service.
* Responsible for advancing the college's mission, vision and strategic plan and involving the administration and finance area in the development of these plans.
* Responsible for ensuring effective communication throughout the division and the college community.
* Oversees the preparation and presentation of the college's capital and operating budget requests.
* Ensures that the college is in compliance with all COMAR regulations and other local, state and federal regulations relating to the administration and finance area.
* Advises the President on matters pertaining to the administration and business functions of the college.
* Leads and oversees the direction and management of the operations of the Finance Office, including finance and accounting, budget preparation and control, payroll, accounts payable, cashiering, accounts receivable, contract management, grant reporting, financial audit and investment of funds, through the Associate Vice President of Finance and Budget.
* Leads and oversees the direction and management of the operations of the Human Resources office including hiring and recruitment practices, professional development and training activities, employee and labor relations, employment records and compensation programs through the Associate Vice President of Human Resources.
* Coordinates all external financial issues with the county and state agencies.
* Develops and implements administrative policies for the division in support of the college.
* Selects, supervises and evaluates associate vice presidents in the division.
* Sets priorities and framework for each function, oversees delegated responsibilities and supports sound administrative decisions and resolves problems in the area.
* Serves as a member of the President's staff and on other college and community committees as requested by the President.
* Oversees project research and data analysis as required.
* Other duties as assigned by the President.
Minimum Education Required Master's degree
Experience Required

  • MBA with a minimum of five years supervisory experience in finance and accounting.

  • CPA preferred.
  • Non-profit accounting and supervisory experience (College and University accounting preferred)
  • A proven record of progressively responsible leadership and managerial experience in administrative and financial management functions
  • Demonstrated commitment to diversity and professional development at all levels.
  • Demonstrated ability to deal effectively with governing boards, students, administrators, faculty, representatives of government and the community at large.
  • Demonstrated experience in working with external funding agencies for the purpose of advancing the college's budget and initiatives.
  • The ability to understand, accomplish and include staff in systemic changes.
  • Ability to manage complex financial systems.
  • Excellent oral, written and interpersonal communication skills.
  • Ability to maintain strict confidentiality.
  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

Howard Community College offers competitive salaries, excellent medical and dental selections, tuition reimbursement and paid leave programs. As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
