Communications Systems Engineer

Location: Panama City Beach, FL

Clearance: Active Secret clearance required. Top Secret preferred.

Program Support: TITAN, Edge Theater Architecture, and SURTASS

Design the paths the mission will depend on.

Before a system can share data, support decisions, or connect operators across the battlespace, someone has to design the communications path that makes it possible.

ISPA Technology is looking for a Communications Systems Engineer to support TITAN, Edge Theater Architecture, and SURTASS efforts in Panama City Beach, Florida. These programs require secure, resilient, and interoperable communications across tactical, maritime, theater, and joint environments.

This role is for someone who can think in systems. Someone who understands how networks, transport, crypto, RF, SATCOM, tactical data, mission applications, and cyber requirements all fit together. Someone who can help turn a mission need into an architecture that works in the real world.


What you will do

You will support the design, integration, testing, documentation, and improvement of communications architectures that enable tactical edge, maritime, and theater-level operations.

You will:


  • Design, assess, document, and improve communications architectures supporting TITAN, Edge Theater Architecture, and SURTASS mission systems.
  • Develop communications diagrams, interface descriptions, network paths, system configuration concepts, and integration plans.
  • Support secure communications planning across tactical networks, SATCOM, RF systems, IP networks, crypto devices, and mission applications.
  • Evaluate communications requirements for bandwidth, latency, resilience, security, interoperability, and operational availability.
  • Support crypto integration, COMSEC planning, secure data transport, and controlled cryptographic item considerations.
  • Coordinate with cyber teams to ensure communications architectures align with RMF, STIG, vulnerability management, and ATO requirements.
  • Work with software, systems, network, and mission engineering teams to support end-to-end data flow from sensors to mission users.
  • Support lab integration, system testing, operational demonstrations, exercises, and troubleshooting events.
  • Identify communications risks, gaps, dependencies, and mitigation options.
  • Help ensure communications designs are practical, secure, maintainable, and mission-ready.

Required qualifications:


  • Active Secret clearance or higher.
  • Experience designing, integrating, testing, or sustaining communications systems for DoD, Navy, Army, joint, maritime, or tactical environments.
  • Familiarity with secure communications, crypto devices, COMSEC considerations, tactical networks, SATCOM, RF systems, or IP-based mission communications.
  • Ability to work on-site in Panama City Beach, FL.
  • Experience creating technical documentation such as architecture diagrams, interface descriptions, configuration guides, test plans, or troubleshooting procedures.
  • Strong analytical, coordination, and communication skills.


Preferred qualifications:


  • Experience with SURTASS, Navy maritime surveillance systems, undersea warfare systems, acoustic sensor systems, or fleet mission systems.
  • Experience with tactical edge architectures, ISR systems, C2 systems, targeting workflows, or joint fires networks.
  • Experience with KG devices, KIV devices, TACLANE, NSA Type 1 encryption, SKL, ANCD, COMSEC accounts, or crypto modernization.
  • Experience with Link 16, Link 22, TAK, Cursor-on-Target, tactical data links, or joint data exchange.
  • Experience with SATCOM, HF, VHF, UHF, LOS/BLOS communications, antennas, routers, switches, firewalls, gateways, and transport systems.
  • Experience with network engineering, cybersecurity engineering, systems engineering, or test and evaluation.
  • Security+, Network+, CCNA, CISSP, or related certification.
