DESCRIPTION OF WORK

This position oversees permit reviews, roadway access projects, and related engineering work to support safe and compliant transportation systems. The role involves supervising staff, coordinating with applicants, and ensuring projects follow engineering and policy standards. As a District Permit Engineer, you will perform the following duties:
- Permit Oversight: Review and approve highway occupancy permits and special hauling permits for safety and compliance
- Engineering Guidance: Provide technical direction to staff, consultants, and applicants on roadway design and construction requirements
- Project Coordination: Lead meetings, review design plans, and work with internal and external partners to avoid construction conflicts
- Security Management: Determine required security amounts, review submissions, and manage documents through project closeout
- Field Leadership: Visit project sites, guide inspection teams, and resolve engineering issues during construction
- Stakeholder Communication: Maintain strong relationships with municipalities, industry partners, and legal representatives
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- This position may be eligible for Alternate Work Schedule (AWS).
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Four years of professional civil engineering experience which includes three years in the appropriate speciality and one year of experience in directing the work of civil engineers.
Special Requirement:
- This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Condition of Employment:
- This position requires possession of a valid driver's license.
Post Employment Requirement:
- For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six month probationary period.
Other Requirements:
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
