Leidos has a current job opportunity for a multi-platform Development Lead, largely hosted on SharePoint, but also incorporating tools built on data visualization platforms (Kibana, Palantir Maven) on the DISA GSM-O II TN 23 program on Fort Meade, MD.

We are seeking a highly skilled and mission-focused Knowledge and Portal Management Lead to support enterprise Knowledge Management (KM) and portal modernization initiatives within a dynamic operational environment. The successful candidate will serve as the technical lead and primary point of contact for SharePoint development, portal management, and knowledge management activities supporting operational headquarters and field organizations.

This role is responsible for leading Agile-based portal development efforts, managing configuration and change management activities, and ensuring the successful implementation and sustainment of enterprise collaboration and knowledge-sharing solutions across multiple secure environments.

The Knowledge and Portal Management Lead will oversee development activities, coordinate with Government stakeholders, prioritize technical efforts, and ensure delivery of high-quality portal capabilities that support mission-critical operations.

KEY RESPONSIBILITIES:

Serve as a people leader by conducting:

  • Annual performance assessments to include periodic check-ins.
  • Approving or validating time charging for both Leidos and vendor personnel.
  • Providing coaching and mentoring to personnel.

Serve as the Senior Developer and customer point of contact for the following:

  • Lead technical point of contact for SharePoint portal development and knowledge management initiatives, utilizing custom scripting and the Microsoft Power Platform. "
  • Lead and manage portal development activities, including oversight of technical execution, quality assurance, risk management, configuration management, and software integration.
  • Design, develop, enhance, and maintain SharePoint portals and collaboration environments.
  • Support Agile development methodologies, including participation in bi-weekly technical interchange meetings, sprint planning, and iterative delivery cycles.
  • Coordinate configuration management activities, including tracking, documenting, prioritizing, approving, and implementing portal changes and enhancements.
  • Develop graphic mockups, workflows, and technical solutions to meet validated customer requirements.
  • Implement and maintain FAQ, wiki, and enterprise search capabilities.
  • Document knowledge management solutions, lessons learned, system changes, defects, and development activities.
  • Coordinate and implement bug fixes, minor updates, and enhancement requests across KM environments.
  • Establish and manage change request schedules in coordination with Government oversight.
  • Support enterprise knowledge-sharing initiatives and continuous service improvement activities.
  • Develop and maintain program and project management plans aligned to organizational objectives.
  • Support rapid development and deployment activities to meet mission and operational tempo requirements.
  • Capture and disseminate meeting minutes and support battle rhythm events as required.
  • Provide recommendations for process improvements, operational efficiencies, and innovative technical solutions.
  • Support Records Management and metadata tagging initiatives.
  • Assist with Freedom of Information Act (FOIA) support activities, including data searches and document collection.
  • Support Common Operational Picture (COP) information requirements and enterprise collaboration efforts utilizing Maven Smart System and Kibana."

Required Technical Skills

  • Advanced SharePoint development experience.
  • Strong experience with:
    • JavaScript and jQuery
    • HTML and CSS
    • REST and SOAP services
    • SQL and XML
    • XSLT
    • Microsoft 365 applications
    • Agile software development methodologies
    • SharePoint content types, workflows, related lists, and web parts
  • Experience using development and collaboration tools such as:
    • Visual Studio
    • Jira
    • ServiceNow
    • Tableau
    • Business Intelligence (BI) platforms
  • Experience with portal modernization, enterprise collaboration, and knowledge management solutions.
  • Familiarity with geospatial mapping technologies and KML files.
  • Strong understanding of configuration management and change management processes.
  • Ability to manage competing priorities and support mission-critical operational requirements.
  • Experience designing, developing, and maintaining interactive dashboards and data visualizations within Kibana.

Basic Qualifications

  • Active TS/SCI Security Clearance
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related technical discipline, and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience.
  • Minimum of 3 years of experience in a technical leadership or team lead role.
  • Experience supporting Agile software development environments.
  • Experience developing and maintaining enterprise-level SharePoint portals.
  • Strong written and verbal communication skills.
  • Ability to work effectively with cross-functional technical and operational stakeholders.

Preferred Qualifications

  • Experience supporting Department of Defense (DoD), DISA, or other Federal Government environments.
  • Experience supporting Knowledge Management (KM) programs and operational collaboration environments.
  • Familiarity with NIPRNet, SIPRNet, and JWICS environments.
  • Experience supporting Common Operational Picture (COP) platforms or operational command environments.
  • Experience with metadata tagging, records management, and enterprise search optimization.
  • Relevant Microsoft certifications related to SharePoint, Power Platform, or Microsoft 365.
  • Project Management Professional (PMP), Scrum Master, or Agile certifications preferred.
  • Experience with the Palantir Maven platform.
