Job Summary Plans, directs, oversees, and administers overall human resources functions for an assigned college. Directs and engages in the coordination and collaboration with other programs, divisions, and departments. Provides consultative support and strategic leadership to college staff, supervision, management, and executives to resolve complex issues and ensures compliance with applicable laws, policies, and procedures. Essential Functions 25% Assumes full management responsibility for a human resources department of a college. Also plans, directs, and coordinates, through subordinate level staff, the Human Resources Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. 20% Oversees the design, development and implementation of strategies, goals and objectives related to the human resources functions of the college. Also plans, organizes, assigns, supervises, reviews and evaluates the work of staff. 20% Directs, plans, evaluates and coordinates functional and organizational standards and practices; leads the development and implementation of programs, policies and procedures. Ensures compliance with policies, procedures, regulations and laws. 10% Recommends and/or approves staff selection, directs the handling of disciplinary processes for assigned college. Directs and oversees the resolution of escalated issues and customer concerns. Investigates and assists in resolution of discrimination and sexual harassment complaints 15% Manages and administers budgets and expenditures; identifies resource requirements and allocates resources for the human resources department of an assigned college. Researches and implements industry standards, trends, best practices and emerging technologies. Identifies training needs and opportunities; plans and implements staff training and development. 10% Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of human resources; incorporates new developments as appropriate. Performs other duties as assigned. Minimum Qualifications Bachelor's degree from a regionally accredited institution and six (6) years of work experience in human resources which includes at least two (2) years of experience in a supervisory or management role. OR An equivalent combination of education and/or work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. Master's degree in a HR related field from a regionally accredited institution and eight (8) years of work experience in human resources which includes at least four (4) years of experience in a supervisory or management role. B. Five (5) years of experience directing the development and implementation of goals, objectives, policies, procedures and work standards. C. Five (5) years of experience directing the interpretation and application of applicable laws, codes, regulations and standards while exercising confidentiality. D. Three (3) years of experience managing and overseeing the administration of budget and resource allocation by interpreting, monitoring and reporting financial information and statistics. E. Four (4) years of experience providing customer service with transparency, empathy, and respect using cultural competency and the ability to effectively interact with persons from diverse backgrounds. F. Four (4) years of experience utilizing communication and interpersonal skills as applied to interactions with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction. G. One (1) year of relevant full-time MCCCD experience during the previous two years Special Working Conditions
