HJF is seeking an Agreements Management Specialist to provide essential guidance and support for the development of unique agreements with external medical facilities and agencies, collaborating with university officials, researchers, and academic staff. Key responsibilities include analyzing agreements, negotiating complex terms that commit University resources, and drafting high-quality legal documents like MOUs, MOAs, and IAAs. The role acts as the University's primary point of contact for assigned agreements, ensuring legal compliance and managing a centralized agreement tracking system.

This position will be in support of Office of the VP for Financial Operations (VFO) - Financial & Manpower Management Directorate (FMG) at Uniformed Services University in Bethesda, MD.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.   • Provides advice and specific guidance to USU medical students, researchers, and officials for developing unique agreements with other medical facilities and agencies. Collaborates with academic advisors, the Office of Student Affairs, Responsibility Center Managers, Department Chairs, Program Directors, and contacts at other agencies to obtain and incorporate specific language for each agreement.
  • Analyzes each agreement assigned by performing manual and electronic database searches and presents findings in oral or written format.
  • Determines the type of agreement that is appropriate and assists subject matter experts to negotiate complex terms in the agreements that may commit University resources, support or personnel, if approved.
  • Assures agreed upon language fully addresses the obligations and responsibilities of both organizations.
  • Coordinates with all affected USU officials to verify that all legal requirements are met and understood by both parties to the agreement.
  • Ensures that all eventualities are considered, including long term impacts on resources, space, other research projects, budget, personnel, etc.
  • Facilitates the exchange of information and manages the collaborative process with senior level University representatives and contacts at many levels of the participating agencies at many geographic locations.
  • Monitors each agreement review process and prepares review packages as needed to obtain approvals from USU and other organizations.
  • Produces high quality drafts including Memorandum of Understanding (MOU), Memorandum of Agreement (MOA), Interagency Agreements (IAA), Amendments, Annual/mid-term Reviews, and others as determined.
  • Drafts all correspondence pertaining to all agreements and communicates with a diverse group of medical, research and education professionals.
  • Analyzes requirements, gathers appropriate information, and develops reports in response to requests by the Agreements Manager and other participating agency officials.
  • Serves as the University's point of contact on assigned agreements for departments, General Counsel, Deans, Department Chairpersons, students, the military medical community and to participating agencies to ensure that all legal requirements are met and understood by all parties to the agreement and compliant with agency policy and directives.
  • Manages all agreement requests assigned. Utilizes and maintains a shared Tracker and database of agreements and prepares reports from the database as required/requested by senior officials.
  • Responsible for drafting Agreements, administrative and technical evaluations, and managing the clerical processing of assigned agreements with other participating organizations. Maintains familiarity with, and adheres to, Agreement SOPs, related DoW legislation and statute authorities, and higher level directives.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Education and Experience

  • Bachelor's Degree is required.
  • Minimum of 3-5 years of experience required.

Required Knowledge, Skills and Abilities

  • Knowledge of management principles and practices, (DoW and civilian) federal government agency structure, procurement and grant agreement regulations and an understanding of federal appropriations, financial transactions and the process to facilitate these actions with other government and non-government entities.
  • Knowledge of regulations, policies and processes for the acceptance, obligation and release of various funding documents provided by federal agencies, private organizations and from a congressional appropriation.
  • Thorough knowledge of administrative appropriations, budgets, modifications, management procedures, including responsibilities for obligations, and the expiration or termination of agency agreements.
  • Knowledge of the specialized areas of medical treatment facilities and other federal and non-federal organizations that provide medical training and support for faculty-lead research projects.
  • Ability to interpret and analyze numerous instructions, policies, regulatory requirements, and other agency's guidelines that govern various medical educational and research responsibilities.
  • Ability to obtain and maintain a T1/Public Trust background check.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $77,600 - $123,000. Actual salary will be determined based on experience, education, etc.
