The Outpatient Behavioral Health Program Manager oversees provider staff and activities for the delivery of outpatient behavioral health services. This position will manage and oversee the workflow of the business and clinical management of their service working closely with the Medical Director, Director of Outpatient Behavioral Health, and the Vice President of Behavioral Health. This position will play a key role in program development, operational improvement, budgets and more. The Program Manager will provide supervision of all clinical caregivers. They will provide direct clinical services to patients.

Major Responsibilities:
1. Supervises the clinical activities of a multidisciplinary outpatient staff. The Program Manager will oversee screening all requests for treatment associated with UMass Memorial - Harrington Outpatient BH department.
2. The Program Manager of Outpatient BH services will help to develop and operationalize appropriate standards of care in collaboration with the Medical Director and Director of Outpatient Behavioral Health.
3. Develop and monitor individual caregivers' clinical performance objectives for direct caregiver reports.
4. Complete hiring process for prospective direct report candidates. They will monitor caregiver retention, morale, evaluations, and disciplinary actions which requires collaboration with the UMass Memorial Health HR Center of Excellence.
5. Provide coverage of direct patient care and program needs due to staffing absences (staff vacation, illness, or staffing shortage).
6. Responsible for the oversight of caseload management for the Outpatient BH Department including identifying needs with the community to develop and enhance programs, treatment modalities and the implementation of business plans.
7. Develops and monitors reports and data to ensure documentation and billing completion, treatment plan completion and case closure commencement in a timely manner.
8. Work with the Central Intake Department to ensure efficient scheduling of patient referrals.
9. Ensures that documentation requirements of the Service, Department, institution, and relevant regulatory bodies are met along with upholding regulatory and payor specific requirements (BSAS, Medicare, Medicaid, TJC, DPH, etc).
10. Responsible for department budget and overall productivity reports to ensure financial goals are met.
11. Oversight of programs within the Outpatient Behavioral Health department including clinical and administrative supervision to direct reports.
12. Managers of the Outpatient Behavioral Health department are required to carry a reduced patient care caseload.

II. Position Qualifications:
License/Certification/Education:
Required:
1. Graduation and training from an accredited graduate program with a current unrestricted licensure by the Massachusetts Board of Registration: MA/MSW, PhD, (LICSW/LMHC/LMFT).
2. Strong patient assessment competence. Organizational skills. Ability to provide education and review of documentation.

Experience/Skills:
Required:
1. Minimum 2 years of previous management experience.
2. Minimum of 2 years' experience working with mental health/substance abuse disorder setting.
3. Must possess excellent interpersonal and communication skills to provide effective participative leadership and to interact with patients, families, physicians, and other visitors and staff.
4. Strong analytical skills required to perform various data analysis techniques, review statistical and budgetary information, and synthesize information appropriately. Knowledge of Healthcare accounting techniques, cost/benefit comparisons, analysis of budget variances and staffing resources.
Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.
Department-specific competencies and their measurements will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.

III. Physical Demands and Environmental Conditions:
Work is considered sedentary. Position requires work indoors in a patient care environment.
