About the Opportunity The Human Resources Consultant serves as a subject matter expert in employee relations, equal employment opportunity (EEO), and compliance functions for the University of North Carolina System Office and its affiliates. This role provides consultation, case management, and compliance oversight to ensure alignment with federal and state laws, UNC policies, and best practices.
Key responsibilities include: Providing consultation to managers, employees, and campuses on employee relations matters. Managing and tracking employee relations cases and ensuring appropriate documentation. Supporting grievance processes, including review and coordination of Final University Decisions (FUDs). Leading compliance-related reporting and EEO initiatives. Developing and maintaining employee relations resources and tools. Ensuring adherence to employment laws, policies, and regulatory requirements. Serving as a liaison with OSHR, OFCCP, and other governing entities.
While this position is primarily focused on employee relations, EEO, and compliance functions, it may also provide oversight, coordination, or limited supervisory support to other HR team members or functional areas as needed to support operational priorities. This position is a hybrid work arrangement and will work at least three days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press. About the Team The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities. Minimum Education, Experience, and Skills Graduation from a four-year college or university and at least five years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions. Required Competencies *Strong understanding of HR principles, employment laws, and compliance issues. *Excellent interpersonal, communication, and conflict resolution skills. *Ability to manage multiple projects and priorities in a fast-paced, public-sector environment. *Demonstrated competence working on multiple tasks, organizational priorities, and meeting project deadlines. *Demonstrated use of enterprise-based Human Resources Information Management System (i.e. SAP/PeopleSoft) and Talent Management/Applicant Tracking System (i.e. Cornerstone, NeoGov, PeopleAdmin, or PeopleClick) to review, monitor and report human resource transactions including generating reports and data. *Tech savvy utilizing spreadsheets, HR information systems, databases, presenting data, and quick learning of internal systems (i.e. PeopleSoft, Concur, Cornerstone, Office 365 Suite, etc.) *Professional consultation skills to deliver information in a variety of settings including one-on-one, team settings, and group presentations, and in various written forms such as email, letters, memorandums, analytical reports and decision documents to express ideas and exchange information clearly and persuasively. Preferred Education, Experience, and Skills Experience in a higher education setting, particularly the UNC System, with strong knowledge of employee relations, grievance processes, and EEO compliance. Experience supporting multiple units and working with both SHRA and EHRA policies.
