Mission: Quantum is currently seeking a highly qualified individual to provide support as an Integrated Joint Operations (IJISTO) Military Operations Analyst - Senior Level to provide professional support to establish and maintain a mutually exclusive secure operational environment in which they will oversee and manage an extensive set of DoD and National Agency classified special access programs; they will serve to provide these capabilities to warfighting Combatant Commanders for use in global exercises and operations. The IJSTO cadre establish and maintain the IJSTO environment while providing oversight, management, and coordination of all USASMDC and JFCC-IMD IJSTO Operations Responsibilities:
- Provides administration of IJSTO programs and activities within the organization IAW CJCSI 3120.08C. Participates in the performance of all U.S. Army Space & Missile Defense Command IJSTO and Alternative Compensatory Control Measure (ACCM) efforts to include planning, coordination, security and command & control. Represents the Commander and staff at the Combatant Command level. Interacts directly with the Combatant Commands, Service Components and National Agencies.
- Performs the four functional areas of security (Personnel, Physical, Informational and Industrial.)
- Delivers joint space technical planning products and analytic support.
- Demonstrates experience with intelligence organizations, intelligence processes, intelligence requirements and various intelligence disciplines.
- Performs the operational administration of security for all command IJSTO and ACCM to include physical, facilities, operational, communications, information, and personnel. Manages the overall security of IJSTO facilities and the security of its operations. Administers IJSTO billet structure and organization. Ensures the coordination of the requisite documentation and conducts IJSTO and ACCM indoctrinations and debriefings. Oversees the security, management, and maintenance of all IJSTO and ACCM documentation, classification, and message traffic. Develops, maintains, and provides security training. Performs COMSEC custodial and maintenance duties.
- Performs IJSTO and ACCM message traffic management, distribution, coordination, and response. Coordinates, integrates, and collates key player responses into consolidated Army Service Component Command operational solutions. Coordinates operational planning requirements within the command and the Army. Maintains status of tasks and operational requirements. Ensures that Commander, USASMDC staff and subordinate commands maintain situational / operational awareness.
- Participates in the development of new policy, procedures, and regulations for IJSTO. Assists in the development and implementation of an IJSTO planning training programs.
- Uses strong time management, oral and written communication skills for efficient execution of organization mission.
- Assembles space-centric intelligence into assessments, collates, evaluates, and disseminates, briefs or coordinates with relevant adjacent intelligence and operational elements.
- Capable of executing own and others' tasking.
- Ensures compliance with handling of classified information within special compartments, special programs.
- Ensures inter-disciplinary cooperation between Signals Intelligence, Geo-spatial Intelligence, and Intelligence Fusion.
- Aids in operational elements in crafting cogent and answerable requirements to intelligence elements.
- Utilizes strong organizational leadership, cross-teaming, training management skills to build effective teams and foster collaboration.
- Coordinates with Intelligence Community, Joint, Service and theater intelligence organizations to ensure timely, accurate and relevant space-centric intelligence reaches decision makers.
Required Skills and Qualifications:
- 11 years minimum of relevant work experience in military operations with a high school degree
- Understanding of strategic plans and policy
- 5+ years signal and/or military intelligence related experience
- Advanced Excel user with intermediate Access skill set
- Travel: >10%
- Must be a U.S. Citizen
- An active DoD Top Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active Top-Secret clearance with SCI eligibility upon hire, and the ability to maintain this level of clearance during their employment.
Desired Skills and Qualifications:
- Bachelor's degree from an accredited College or University, preferably in a related discipline or field of study.
- Experience in Joint SAP crisis/exercise planning and execution
- Experience in effective communicaiton at all levels; ability to represent IJSTO planning equities in meetings and briefings..
- Ability to analyze information and develop effective solutions.
- Strong planning, critical thinking, problem solving, and task and time management skills.
