Counterintelligence Officer

Idaho National Laboratory needs Counterintelligence Officers to safeguard America's scientific frontier by defending cutting-edge nuclear, cyber, and energy advancements against evolving threats, ensuring the security of the nation's most pivotal innovations through detecting and deterring espionage. You'll conduct highly professional counterintelligence, insider threat and counter-terrorism investigations, inquiries, and assessments. You'll work closely with DOE counterintelligence headquarters, the FBI, and other United States Intelligence Community elements to detect, deter, and mitigate threats focused on laboratory entities, assets, and personnel. You will make sound judgments and decisions in developing counterintelligence initiatives and investigative priorities grounded in applicable laws and policies. Your responsibilities include serving as interface and liaison with local, state, and federal intelligence and law enforcement agencies, effectively crafting and delivering counterintelligence-related briefings and debriefings to personnel, conducting investigations consistent with applicable laws and directives, enhancing strategic partnerships with laboratory departments and federal site office representatives, utilizing expertise to brief and debrief travelers to foreign countries of interest, and documenting all activities per DOE instruction.

Essential Job Functions and Responsibilities:

• Conduct highly professional Counterintelligence (CI), Insider Threat (IT) and Counter Terrorism (CT), investigations investigations, inquiries, and assessments.
• Work closely with DOE CI headquarters elements, the Federal Bureau of Investigation (FBI), and other United States Intelligence Community (USIC) elements to detect, deter, and mitigate threats focused on Idaho National Laboratory (INL) entities, assets, and personnel.
• Make sound judgments and decisions in developing counterintelligence initiatives and investigative priorities grounded in applicable laws, policies, and orders.
• Serve as an interface and liaison with local, state, and federal intelligence and law enforcement agencies or other applicable government departments.
• Effectively craft and deliver counterintelligence-related briefings and debriefings to INL personnel.
• Conduct counterintelligence investigations, inquiries, and assessments consistent with applicable laws, statutes, orders, and directives.
• Enhance strategic partnerships and maintain close working relationships with INL departments and federal site office representatives.
• Utilize CI expertise, analytical products, and interpersonal skills to brief and debrief INL travelers to foreign countries of interest.
• Document all activities per DOE CI headquarters instruction on the internal classified information network.

Required:

• Level 3: Bachelor's Degree from an accredited university or college in fields such as law, national security, international relations, or related field and 5 years of directly relevant work experience, or an advanced degree in the same fields and 2 years of directly relevant work experience.
• Level 4: Bachelor's Degree from an accredited university or college in fields such as law, national security, international relations, or related field and 9 years of directly relevant work experience, Master's degree in the same fields and 6 years of directly relevant work experience, or a PhD in the same fields and 4 years of directly relevant work experience.
• Must be a US citizen and able to obtain a DOE security clearance at the Q/SCI levels. The individual is subject to a random CI scope polygraph examination.
• A comprehensive understanding of applicable laws, orders, guidelines, directives, policies, and procedures related to all CI activities.
• Advanced interviewing and elicitation skills, as well as demonstrated evidence of excellent oral and written communication skills.
• Functional computer literacy and proficiency in common computer applications and network applications.
• Experience in providing CI support to Technology Protection.

• Experience in conducting CI due diligence activities to assess risk in programs, personnel, and technologies.

The ideal candidate will possess:

• Advanced degree from an accredited university or college in fields such as law, national security, or international relations.
• Graduate from a USIC accredited CI training program for special agents, case officers, etc.
• Preference given to candidates with a minimum of fifteen (15) years of experience as a CI officer or special agent conducting CI program activities, including sensitive inquiries or espionage investigations.
• Preference will be given to candidates with expertise or advanced knowledge of foreign intelligence threats/methodologies targeting US Government, DOE, and Private Industry critical equities.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information:

Our team works a 9x80 schedule located at our Research and Education Campus in Idaho Falls with every other Friday off.

• The pay range for this position is: Level 3 ($95,256 - $195,288 ) / Level # ($114,360 - $234,336). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
• Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
• TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
