The Housing Options, Solutions and Supports (HOSS) Division is seeking a dynamic, forward-thinking leader to help guide one of the region's most impactful systems of care. This is a rare opportunity to play a pivotal role in designing programs, strengthening service delivery, and overseeing significant essential funding that directly supports individuals and families experiencing homelessness.

General Description
Assist the Division Director in the provision of administrative and programmatic oversight of the Housing Options, Solutions and Supports Division. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in social sciences, human services, public health or public administration.

Requires six (6) years progressively responsible administrative experience in the provision of housing and/or social services to individuals and/or families experiencing homelessness, including two (2) years of supervisory experience or closely related experience.

Special Certifications and Licenses

May be required to possess and maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.

Requires passing a Florida level 2 background check.


Preferences
  • Coordination/management skills with public and/or multi-agency advisory boards
  • 1+ year of HMIS experience
  • Experience developing innovative solutions to community issues
  • Recent 2+ years experience working with homeless individuals and families

SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists in managing the day-to-day operations of the Housing Options, Solutions and Supports (HOSS) Division, which is composed of 3 sections: Housing, Operations, and Human Rights.

Oversees the Division's fiscal operations; which includes $50 million dollars in county, state and federal funding for the Homeless Continuum of Care. Works collaboratively across teams to develop and advance funding opportunities for the Division and the Human Services Department .

Collaborates in the development of competitive solicitations to procure housing and housing support services. Assists in general procurement activities.

Assists in the development and implementation of divisional policies and procedures.

Directs and manages activities associated with quality assurance and data management for on-going evaluation of performance and outcomes attainment for Division programs, contracts and grants.

Oversees Division's Commission agenda preparation and approval, Commissioner Requests and client inquiries.

Assists the Director in the planning, implementing, and coordinating of Division programs.

Responsible for contract management and utilization.

Successfully navigates challenging and complex systems and assesses the socio-political and economic implications of new policies and regulatory changes on County services, the homeless system of care, and human rights in an effort to promote and ensure equal treatment, access, and inclusion for all persons within Broward County in a manner that fosters unity, diversity, and tolerance through quality public service.

Analyzes or identifies issues and proposes solutions, changes or updates and develops related written documentation (correspondence, memos, emails, and reports).

Directs and supervises professional and administrative staff as assigned.

Works with Director to lead the Human Rights Board efforts to prevent, reduce and end discrimination in employment, housing and public accommodations.

Oversees Human Resources matters.

When necessary, serves as the County's representative to the Homeless Continuum of Care, its subcommittees, and the Human Rights Board as well as designated community stakeholder groups.

May be required to work nights/weekends/holidays.

Attend and actively participate in outreach events to meet and educate consumers, constituents, and community partners on HOSS-D services and to provide critical services to persons experiencing homelessness during cold and hot weather events. The responsibility to assist at cold and hot weather events is separate and in addition to the responsibilities associated with the County-wide Emergency Responsibilities.
