The Senior Data Engineer will be embedded within the Community Health and Advocacy Division and will support the day-to-day development, maintenance, and use of analytics that inform programs addressing social drivers of health. Working closely with clinical teams, care management, community health workers, and program leaders, this role designs and maintains data pipelines, develops reliable metrics, and produces reports and dashboards that track program performance, equity outcomes, and impact over time. The position translates complex clinical, operational, and community-based data into clear, actionable insights that support program improvement, funding requirements, and strategic decision-making. Ideal for candidates with a public health or population health background, this role serves as a practical bridge between technical systems and community-focused programs, ensuring data is accurate, timely, and meaningfully connected to real-world community needs.
The ARC Data Engineer Senior is responsible for full performance complex system analysis, design in both data transformation and data analysis. Primary duties include designing and implementing data models using AI technology, gathering information, writing code, and maintaining documentation and designing and supporting multiple analytics systems, applications, architectures, databases and data extraction and reporting. This critical role involves developing, testing, promoting, supporting, and maintaining infrastructure and systems for data generation, storage, and movement and providing quantitative and qualitative data analysis products, producing reports and dashboards that offer actionable insights to decision-makers. Also supports advanced analytics in the organization by integrating enhanced technologies such as GenAI, LLMs, RAG architecture, and Cloud Computing technologies to deliver data processes and solutions. This position may perform lead work over lower-level staff.

Duties & Responsibilities
- Analyzes, designs, builds, modifies, implements, tests and debugs new or existing data streams, architectures, databases, and systems integration to automate business processes, as applicable. Completes data extraction and manipulation to develop meaningful and actionable results and may complete data profiling. Supports and performs data validation and auditing. Writes and documents technical specifications to build complex analytics solutions.
- Serves as a technical resource for modeling, simulation and analysis efforts. Verifies program logic by overseeing the preparation of test data, testing and debugging of programs. May assist lower level developers in the development of complex coding. Reviews, analyzes and recommends coding enhancements from lower level developers.
- Involved in the development, preparation and outcome tracking for clinical and operational performance metrics.
- Manages, facilitates, and provides oversight for a variety of analytical projects from start to finish. Providing project management, data analysis, consultation and support for collaborative work and major improvement initiatives.
- Designs and/or implements complex machine learning or predictive models and AI algorithms to integrate into workflow.
- Conducts data analysis and develops meaningful, accurate and dependable data reports, and dashboards using SQL and/or other toolset. Recommends, develops, documents and maintains coding and development standards, principles and practices.
- Administrates, builds and supports analytics tools that utilize the data pipeline to provide actionable insights for the business. Develops in open source tools as needed.
- Consults and collaborates with a variety of individuals and department leaders and teams to provide comprehensive analyses supporting organizational wide projects, programs, and initiatives. Gathers, analyzes and documents business and user requirements, functional requirements and data specifications.
- Identifies data sources needed to produce required data sets, reports, or dashboards. Ensures delivered data solutions meet or exceed requirements. Collaborates with others to solve problems and obtain feedback on outputs
- Designs and develops complex processes required to extract, transform, cleanse and load data into the enterprise data warehouse and data marts. Develops solutions to address data warehouse query performance and quality issues including data profiling, development, enhancement, and technical standards. Ensures systems are maintained, and supported during system and database upgrades and modifications.
- Troubleshoots performance and system availability problems ensuring quality of the enterprise data warehouse. Consults with ARC, end users and information technology staff to identify user problems.
- Participates in Production Support on-call rotation as necessary.

- Combination of additional experience and education may substitute on a 1:1 year basis.

Salary Information
Pay is dependent on applicant's relevant experience.
Annual Salary Range (Based on 40 hours worked per week): $109,636.42 to $164,454.63
