The Environmental Planning and Compliance Practice is seeking an Environmental Permitting Project Manager/Client Team Leader in Portland, OR to expand our presence in Oregon and southwest Washington and lead efforts in permitting, natural resource assessments, and serving our clients.

Are you motivated by helping communities protect their natural resources and navigate environmental regulations? Do you enjoy building strong client relationships? This role will focus on facilitating environmental compliance for a diversity of projects and clients, managing permitting-related projects, and developing/maintaining client relationships. You will play a pivotal role in ensuring projects meet environmental compliance requirements while supporting sustainable infrastructure and resource conservation.

What You'll Do Key Responsibilities: Environmental Compliance and Client Leadership
  • Serve as the primary contact for key Environmental Planning & Compliance clients, developing and executing environmental permitting strategies that align with project goals.
  • Help our clients design permittable projects and facilitate adherence to federal, state, and local environmental regulations.
  • Guide municipalities, utilities, and private sector clients through complex regulatory processes, facilitating compliance with Clean Water Act , Endangered Species Act, National Environmental Policy Act (NEPA), Washington State Environmental Policy Act (SEPA), California Environmental Quality Act, and other regulations.
  • Sensitive Species & Habitat Surveys (Terrestrial & Aquatic) - Planning for and/or conducting field studies to assess potential project impacts on protected species and ecosystems.
  • Wetland & Habitat Planning & Design - Developing strategies to offset environmental impacts and implementing resource conservation strategies through habitat conservation, restoration, and mitigation.
  • Construction-Phase Compliance Monitoring - Oversee the construction phase of projects to ensure permit conditions and environmental standards are met.
Business Development
  • Identify new business opportunities and position DEA as a leader in environmental compliance, permitting, and natural resource planning in Oregon and southwest Washington.
  • Expand DEA's reach by assessing client needs, tracking industry trends, and leading business development efforts.
Project Management
  • Lead multidisciplinary teams in delivering environmental permitting, compliance, and monitoring projects, ensuring regulatory adherence and high-quality service.
  • Mentor and support project teams, fostering a culture of technical excellence in environmental planning, permitting, and ecological assessments.
  • Manage project budgets, oversee contract negotiations, and support revenue forecasting to ensure financial success.
  • Lead efforts to maximize project efficiency and cost-effectiveness for both DEA and its clients.
Strategic Vision
  • Support the development and execution of a growth strategy for DEA's Environmental Planning & Compliance services in Oregon and southwest Washington, aligning with the firm's long-term objectives.
  • Advance DEA's position as a thought leader through active industry participation, regulatory advocacy, and professional presentations.
What You Bring Required Qualifications:
  • Education: Bachelor's degree in Biology, Ecology, Environmental Science, Environmental Engineering, Planning, or a related field with a focus on environmental compliance, permitting, and natural resource management.
  • Experience: 10+ years in environmental planning, permitting, and compliance, with a proven track record in regulatory approvals and impact assessment. Permitting experience in the energy transmission and renewable energy sectors is a plus.
  • Business Development Expertise: 5+ years in client management or business development, with strong relationships in Oregon and southwest Washington.
  • Technical Proficiency: Experience with NEPA/SEPA documentation, state and federal environmental permitting, impact assessments, and GIS applications.
