Overview:

The Director of Business Operations - Energy & Environment serves as an embedded operational partner to portfolio, program, or business leadership within the Energy & Environment Business Unit. This role translates strategy into executable operations, supports financial and workforce planning, ensures compliance in regulated environments, and enables consistent, highquality delivery across projects. The position works crossfunctionally with Finance, HR, Contracts, Quality, and IT to remove operational friction and support mission execution.

This position plays a critical role in supporting government contracts, energy infrastructure programs, and corporate growth initiatives.

Responsibilities:

Strategic & Operational Leadership
  • Lead execution of Business Unit strategic priorities across programs and portfolios, ensuring alignment with organizational objectives.
  • Translate strategic direction into actionable operational plans, execution frameworks, and performance rhythms.
  • Serve as a trusted advisor to senior leadership on operational risks, constraints, and opportunities.
  • Establish and drive operational governance, including reporting cadence, dashboards, and performance metrics.
Business Development & Growth
  • Work in partnership with the business unit's Director of Business Developent to manage opportunity pipeline, ensuring alignment with strategic growth objectives.
  • Assist with pipeline reviews with senior leadership, ensuring capture strategies, resourcing plans, and win strategies are effectively executed.
  • Support proposal development efforts, ensuring alignment between technical solutions, staffing strategies, and financial objectives.
  • Contribute to on contract revenue growth by positioning the organization for successful contract extensions and expansions.
Financial & Resource Management
  • Oversee financial performance across assigned programs, including budget management, labor forecasting, and variance analysis.
  • Partner with Finance to ensure accurate reporting, cost controls, and alignment with revenue and margin targets.
  • Lead workforce planning efforts, including staffing strategy, onboarding timelines, and utilization optimization.
  • Identify financial risks and implement mitigation strategies to protect program performance.
Program & Delivery Oversight
  • Oversee execution across programs to ensure adherence to schedules, deliverables, and contractual requirements.
  • Establish consistent operational rhythms, including status reviews, performance tracking, and executive reporting.
  • Identify delivery risks early and lead cross-functional mitigation efforts.
  • Ensure operational consistency and scalability across programs and portfolios.
Compliance, Quality & Risk Management
  • Ensure compliance with contractual, regulatory, and client requirements across all programs.
  • Partner with Contracts, Quality, Risk, and Safety teams to maintain audit readiness and operational integrity.
  • Oversee documentation, reporting, and processes required for successful audits and reviews.
Cross-Functional Leadership
  • Act as a senior liaison across Operations, Finance, HR, Contracts, IT, and PMO to drive alignment and execution.
  • Lead coordination across functional teams to ensure seamless delivery without disrupting program performance.
  • Influence stakeholders at all levels to drive decisions, remove obstacles, and maintain momentum.
Continuous Improvement & Performance Optimization
  • Identify operational gaps, inefficiencies, and systemic challenges across programs.
  • Lead implementation of process improvements, standardization, and best practices across the Business Unit.
  • Develop and oversee key performance metrics (e.g., time-to-fill, utilization, revenue capture/loss, delivery performance).
  • Drive a culture of operational excellence, accountability, and continuous improvement.
Team Leadership & Development
  • Lead and develop a team of operations and/or program support staff, including hiring, performance management, and career development.
  • Foster a high-performing, collaborative team environment aligned with BGS values.
  • Mentor team members and build leadership capability within the organization.

Required Qualifications:

  • Bachelor's degree or equivalent experience.
  • 10+ years of experience in operations, program support, or business management.
  • Experience supporting projects or portfolios in technical or regulated environments.
  • Excellent written and verbal communication skills for effective cross-departmental liaison.
  • Superior time-management and prioritization skills to manage competing, time-sensitive demands.
  • Strong financial, organizational, and analytical skills.
  • Proficiency with Microsoft Office tools (Excel, Word, PowerPoint).
  • Ability to pass a federal background check.
  • Successful drug screening.
  • Must be eligible to obtain and maintain a security clearance.
  • Willingness to travel as needed.

Preferred Experience:

  • Experience supporting federal, DOE, or governmentfacing programs.
  • Familiarity with compliancedriven or auditready environments.
  • Experience working in a matrixed, crossfunctional organization.

Location/Work Arrangement:

  • This position is a remote work arrangement with required monthly travel to Oak Ridge, TN for operational review meetings, along with occasional business development and travel.
