Tata Consulting Engineers USA, LLC, (TCE), is a multi-disciplinary engineering organization offering a full range of integrated engineering design, project support, procurement and construction management services to the energy and chemicals industries.


Position Summary

Lead and manage the full proposal lifecycle, providing strategic direction, oversight, and execution of all proposal efforts. Responsible for developing win strategies, coordinating cross-functional teams, ensuring compliance with client requirements, and delivering high-quality, competitive proposals that align with company objectives. This role drives continuous improvement of proposal processes, tools, and content while supporting business development growth.


Responsibilities

Lead the development and execution of proposal strategies, including positioning, win themes and overall approach aligned with client objectives

Manage the full proposal lifecycle from opportunity identification through submission, ensuring alignment with RFP/RFQ requirements, schedules and deliverables

Direct cross-functional teams, including Business Development, Operations, Engineering, and Leadership, to gather inputs and develop complete, competitive proposals

Oversee the preparation and refinement of proposal content, including execution strategies, staffing plans, and cover letters, ensuring consistency, clarity and quality

Lead proposal reviews and approvals, ensuring all submissions are compliant, accurate and aligned with company standards prior to delivery

Coordinate pricing strategy and commercial alignment in collaboration with leadership, ensuring consistency between technical scope and cost proposals

Serve as the primary point of accountability for proposal quality, timeliness and overall submission success

Develop, implement, and continuously improve proposal processes, tools, templates and best practices to enhance efficiency and consistency

Maintain and oversee proposal-related systems, including CRM tracking, document management and content libraries

Provide leadership, guidance, and mentorship to proposal team members, supporting workload management and professional development

Support client presentations, interviews and follow-up activities as needed


Qualifications

Advanced proficiency in MS Office programs

Strong leadership, organizational, and time management skills

Excellent written and verbal communication skills

Demonstrated ability to develop, edit and finalize complex technical and commercial proposals

Ability to manage multiple high-priority deadlines in a fast-paced environment

Strong collaboration skills with cross-functional and global teams

Experience leading proposal strategy and coordinating with executive leadership

LANGUAGE SKILLS

Ability to read, analyze, and interpret complex RFP/RFQ requirements and technical documents. Ability to write clear, concise, and compelling proposal content. Ability to present information effectively to leadership, clients, and cross-functional teams.

MATHEMATICAL SKILLS

Ability to interpret and review pricing data, cost estimates, and financial summaries. Ability to ensure alignment between technical scope and commercial proposals.

COMPUTER SKILLS

Advanced proficiency in Microsoft Office Suite. Experience with CRM systems, SharePoint, and proposal management tools preferred.

REASONING ABILITY: Ability to solve complex problems involving multiple variables and stakeholders. Ability to exercise sound judgment in high-pressure, deadline-driven environments.

Education Requirements

Bachelor's Degree in Marketing, Communications, English, Business, Engineering, or related field preferred

8+ years of experience in proposal management, business development, or related field

Experience in engineering, EPCM, or industrial project environments strongly preferred

Demonstrated experience leading complex, high-value proposals
