WHO WE ARE

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

Metropolitan Council's Regional Administration division provides enterprise services that are aligned with the Council's vision. We strive to be a trusted strategic partner by delivering integrated, collaborative, efficient, and responsive services.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the Council's core services.

The Metropolitan Council is looking for a Business Intelligence (BI) Developer, where your creativity and technical skills will drive the transformation of the Council's data platform and Enterprise BI capabilities for our staff and our community.

How your work would contribute to our organization and the Twin Cities region:

The BI Developer is a mid-level role responsible for designing and delivering data and analytics solutions that increase organizational value and reduce data risk. This role collaborates with technology teams and business partners to make clean, reliable, and well-structured data available to a range of data consumers, including report developers, data scientists, analysts, and business users. The position supports data quality and integrity, improves system performance, scalability, and security, and applies expertise in data architecture, database technologies, data modeling, and programming. The role executes small to mid-size projects, contributes to data management strategies, and adheres to data governance and security requirements. The Data/BI Engineer gains exposure to increasingly complex tasks and may mentor others.


What you would do in this job

Data Engineering

  • Analyze stakeholder requirements and design data models, pipelines, and basic reporting databases (data stores, data warehouses, data marts).
  • Build and maintain ETL/ELT workflows, integrations, and dataflows that move and structure data for analysis and reporting.
  • Write SQL queries, scripts, and automation to support data processing and ensure data quality, integrity, and accessibility.
  • Monitor and optimize the performance, scalability, and security of reporting databases, integrations, and data pipelines.
  • Troubleshoot and resolve issues related to data pipelines, reporting databases, connectivity, and apply data security standards and retention schedules.

BI Engineering
  • Leverage reporting databases to design and maintain BI data models, datasets, dashboards, reports, and visualizations.
  • Translate business needs and KPIs into reporting requirements and develop solutions that support data-driven decision-making.
  • Monitor and tune the performance and usability of reports, dashboards, and visualizations, and troubleshoot related issues.
  • Apply data governance practices, including data classifications, compliance with applicable laws, and adherence to change management processes.
  • Support business units with self-service reporting, provide consulting on BI tools and standards, and innovate using emerging technologies.

What education and experience are required for this job (minimum qualifications)

Education/Experience:
Any of the following combinations of completed education (in Computer Science, Information Systems, Statistics, Mathematics, Economics, the Sciences, the Social Sciences, or related field) and experience (in data architecture, database technologies, data modeling, structured and unstructured data, and solid programming):

  • High school diploma/GED with seven (7) years of experience
  • Associate degree with five (5) years of experience
  • Bachelor's degree with three (3) years of experience

What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience developing BI solutions for the cloud
  • Experience developing reports from start to finish, coding SQL, defining tables and relationships, developing metrics and quantitative measures, designing visualizations and report pages, and performing data analysis
  • Statistical analysis experience for business administration, econometrics, and/or public administration
  • Python and/or R programming experience
  • Experience working and collaborating in diverse, multicultural, and inclusive environments

What knowledge, skills, and abilities you should have within the first six months on the job:

  • Knowledge of data security, data classifications, and compliance requirements under applicable federal, state, and local laws.
  • Knowledge of database design, data modeling, normalization, and performance tuning methods.
  • Knowledge of reporting database architectures, including data stores, data lakes, data warehouses, and data marts.
  • Knowledge of cloud data platforms, big data tooling, and the ability to write and tune complex queries.
  • Knowledge of data retention requirements, investigation and response methods, and Data Practices standards.
  • Skill in building and maintaining data integrations, including APIs, web services, and integration platforms (iPaaS).
  • Skill in partnering with database and application teams to design and implement secure databases and environments.
  • Skill in developing reporting and BI data models, visualizations, standards, and accessibility methods.
  • Skill in creating and administering analytical tools, subscriptions, and self-service BI solutions.
  • Ability to conduct capacity planning and feasibility studies for data solutions.
  • Ability to establish data and reporting best practices and consult with technology and business units.
  • Ability to support a reporting enablement model or center of excellence to increase adoption and data maturity.
