Position Summary

The Intellectual and Developmental Disabilities (ICF) Director/Manager of Intermediate Care Facility Services/QIDP (Qualified Intellectual Disability Professional) is responsible for managing residential operations in the Intellectual and Developmental Disabilities Intermediate Care Facility Department. The ICF Director will directly supervise nursing services (in partnership with the Residential Clinical Director) and the DSPs. Additionally, this role will be responsible for the new employee onboarding and the overall employee experience. The ICF Director/QIDP/Manager will also work with Supports Coordinators and County/State partners to maintain program census and is responsible for maintaining the active treatment process in accordance with Department of Health regulations.

Duties and Responsibilities

  • Creates and oversees implementation of program budget ensuring that operations occur within budgetary limits, in partnership with the Division Director.
  • Develop and implement Policies and Procedures to maintain compliance with all regulatory bodies, including internal policies within COMHAR. Develops working knowledge of PA State 6100 and 6600 regulations.
  • Establishes working relationships with the Department of Health, Office of Developmental Programs, County Offices, Support Coordination Agencies, and related external service providers, either directly, or through delegation.
  • Function as the program's Qualified Intellectual Disability Professional.
  1. Maintain all Individual Health Plans, updating annually at a minimum.
  2. Complete individual's quarterly reports.
  3. Maintain individual's charts.
  4. Monitor active treatment process, ensuring that individuals have appropriate goals identified.
  5. Schedule and facilitate Human Rights Committee meetings every six months.
  • Supports recruitment of potential candidates for employment and always ensure adequate coverage by qualified staff in partnership with Human Resources.
  • Manages and provides active oversight of onboarding and annual training.
  1. Develops and implements a New Hire Orientation experience that adequately prepares team members for their roles in the residential system, including training and knowledge/skills evaluations.
  2. Supports the employee engagement process during employees' initial 90-days of employment.
  3. Partners with program's administrative and leadership teams to develop and implement an employee engagement process for newly hired employees.
  4. Partners with HR in development and administration of annual employee satisfaction survey.
  • Partners with COMHAR Maintenance Department to ensure that all residence meets regulatory expectations and are always license-ready.
  • Responsible for ensuring accurate employee time approval process.
  • Ensures that detailed daily notes are completed for each individual across all shifts.
  • Responsible for the implementation of Behavior Support Plans.
  • Provides oversight for the admission screening and negotiations regarding referrals, transfers, and discharges, including maintaining the program census.
  • Maintains a safe and therapeutic environment for all participants and employees.
  • Ensures the completion of all required inspections, fire/evacuation drills, and observance of safety standards.
  • Completes annual performance evaluations for employees.
  • Seeks additional internal and external training resources when necessary to ensure that regulatory and organizational training requirements are satisfied.
  • Other duties reasonable and related to this position as directed by related supervisor.
Requirements
  • Bachelor's degree in a human service-related field required.
  • Master's Degree preferred.
  • At least (5) years progressively responsible work experience in a supervisory/managerial role within an ID Residential system that demonstrates growth and/or advancement in complexity, difficulty, or level of responsibilities.
  • Hands-on experience working in an ID Residential and/or ID ICF (Chapter 6400 and Chapter 6600) programs.
