Fuss & O'Neill is seeking a Permitting Specialist to join our Natural Resources team, supporting a diverse portfolio of infrastructure and transportation projects across Massachusetts and the broader New England region.
In this role, you'll contribute to impactful initiatives including roadway reconstruction and improvement projects, culvert replacements, small bridge programs, and a variety of MassDOT infrastructure efforts across multiple municipalities. This is an excellent opportunity for a motivated environmental professional to play a key role in navigating complex regulatory frameworks while advancing sustainable development.
In this role, you will collaborate with multidisciplinary teams, engage with regulatory agencies, and help guide projects from concept through approval-ensuring compliance while supporting the successful delivery of critical infrastructure improvements.

Key Responsibilities

  • Partner with permitting and design teams to prepare and submit regulatory applications under the guidance of senior staff
  • Develop clear, concise, and compelling project narratives outlining environmental impacts, mitigation strategies, and compliance pathways
  • Coordinate with local, state, and federal regulatory agencies to advance permitting approvals efficiently
  • Participate in pre-application meetings, site visits, and public hearings, representing project teams to regulators and stakeholders
  • Support field efforts including wetland delineations, resource area evaluations, and environmental assessments
  • Assist with mapping and data visualization using GIS tools to support permitting documentation


Skills, Knowledge and Expertise
Required:

  • Bachelor's degree in environmental science, Environmental Policy, Water Resources, Wetlands, Natural Resources, or a related field
  • 2+ years of experience in environmental permitting, with a focus in Massachusetts
  • Working knowledge of key regulatory frameworks, including:

    • Massachusetts Wetlands Protection Act
    • Clean Water Act (Sections 401/404)
    • Massachusetts Environmental Policy Act (MEPA)


  • Strong technical writing skills with the ability to clearly communicate complex environmental and regulatory concepts
  • Proven ability to manage multiple tasks, prioritize effectively, and meet deadlines
  • Strong communication skills and comfort interacting with agencies, clients, and stakeholders
  • Basic GIS proficiency, particularly in map creation

Preferred:

  • Wetland Professional in Training (WPIT) or Associate Professional Soil Scientist (APSS) certification
  • Experience with ArcGIS and project management tools
