Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

The Asset Management and Supply Chain Operation Division consists of all Storehouse and Warehouse Operations, Enterprise Asset Management (EAM), and Transit Asset Management (TAM). The purpose of the department is to service various customers within Metra. Managing the continuous supply of parts materials and services required to support Engineering, Mechanical and Transit Operations. The department operates Metra's four storehouses and one central warehouse. Additionally, the department manages the agency's Transit Asset Management (TAM) program and the Enterprise Asset Management (EAM) systems.

Reporting to the Director, EAM and TAM, the Sr Manager, Asset Data Compliance is responsible for managing asset related data collection and financial tracking capabilities and ensuring the seamless and accurate integration of asset financial and labor data between Maximo, D365 ERP, and related labor tracking systems. Ensures the implementation of a unified single view of asset data and ensures compliance with applicable Federal Railroad Administration (FRA) regulations and Federal Transit Administration (FTA) related to Transit Asset Management (TAM) requirements.

The primary duties include: Manage assigned staff responsible for asset data analysis, quality, integrity, integration, and validation; ensures Maximo supports enterprise data collection and financial tracking requirements across integrated systems (D365, Dayforce, Kronos, etc.). Works collaboratively with IT, Finance, and other departments to ensure Maximo and other systems are configured and governed to collect complete, accurate, and timely asset information and associated financial data. Ensures financial tracking capabilities support cost allocation and reporting needs as well as the seamless and accurate integration of data between Maximo, D365, and labor tracking systems so financial information flows consistently and reliably across systems. Directs and manages financial and cost data governance within the agency's Enterprise Asset Management (EAM) system (Maximo). Leads the development, implementation, validation, and ongoing oversight of financial data associated with assets, work orders, labor, material, warranty, and contracts to ensure alignment with the agency's objectives, financial requirements, accounting standards, policies, and procedures, and to ensure data integrity and consistency. Serves as the Asset Management department's primary subject matter expert for financial system integrations between Maximo, D365 ERP, and labor tracking systems. Leads cross functional coordination with IT, Finance, and other departments to define, govern, and maintain asset financial data integrations and ensure financial data exchanges support accounting, planning, decision making, reconciliation, and audit requirements. Fosters continuous improvement to ensure reliability, robust controls, and transparency of the integrations between the Maximo and other systems. Provides oversight of asset financial data usage for reporting, analytics, and lifecycle cost management. Fosters the use of asset financial and performance data to support asset lifecycle analysis, maintenance strategies, capital investment decisions, and long-term planning. Ensures the availability of accurate timely, and actionable asset financial information through dashboards, reports, and analytical tools. Responsible for establishing data governance and controls providing oversight of all asset-related data collection used for asset management life cycle functions, National Transit Database (NTD) reporting, decision support tool updates, work orders, inspection schedules, equipment defects, maintenance, and capital projects, and the development of real-time reports. Establishes and performs periodic system and data integrity audits across Maximo, D365, and related systems to validate data flows, accuracy, and compliance with established standards and internal data governance requirements. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform otherrelated duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree in Finance, Accounting, Business Administration, Engineering, Asset Management, Information Systems, or a related discipline OR in lieu of a specified degree, any combination of education and experience that equals four (4) years in asset management, ERP financial systems, asset cost management or program administration preferably in the railroad or transportation industry.
  2. In addition to #1, seven (7) years of progressively responsible experience in asset management, ERP financial systems, asset cost management or program administration preferably in the railroad or transportation industry.
  3. Three (3) years of supervisory experience that includes employee management, providing guidance and training, and monitoring performance.
  4. Demonstrated experience working across Asset Management, IT, and Finance functions.
  5. Comprehensive knowledge of tools and techniques used in data collection, analysis, distribution, etc., such as Power BI and Tableau, as well as Maximo, Service Max, or other EAM programs.
  6. Comprehensive knowledge of statistical modeling, data mining, segmentation and quantitative analyses, and documentation process activities.
  7. Strong working knowledge of ERP financial systems (e.g. D365) and how asset data supports accounting, budgeting, and financial reporting.
  8. Working knowledge of asset life-cycle costing and financial controls, including experience supporting audits, reconciliations, and financial reporting related to asset and capital programs.
  9. Working knowledge of project management techniques, processes and practices.
  10. Exceptional writing, organization, time-management, and planning skills.
  11. Strong analytical and critical thinking skills.
  12. Strong interpersonal and communication skills in dealing with all levels of management, outside agencies, and organizations.
  13. Strong leadership skills with the ability to develop and mentor others.
  14. Ability to stay abreast of trends, techniques, and tools to steer internal improvement.
  15. Ability to build collaborative relationships to lead multidisciplinary teams, engage project sponsors and key stakeholders, and build consensus to solve problems.
  16. Ability to analyze and define business processes.
  17. Ability to interact with technical teams to effectively understand and, in turn, explain technical information to non-technical audiences.
  18. Ability to stand, walk, and/or sit, for extended periods of time.

Preferences:

  1. Knowledge of local, state, and federal regulations (e.g. the Code of Federal Regulations (CFR) Title 49 Transportation) and agencies governing transit operations (i.e. the FRA and FTA) is highly desired.
