JRAD is seeking candidates for an upcoming Senior Manager/On-Site Contractor Operations Manager position supporting the U.S. Air Force Operational Test and Evaluation Center (AFOTEC), Detachment 6 (DET 6) - Fighter Test Services (FTS). This position is located at Nellis AFB, NV.

The Senior Manager/On-Site Contractor Operations Manager serves as the senior on-site contractor representative responsible for execution, coordination, and management of contractor operations supporting the Air Force Operational Test and Evaluation Center (AFOTEC) Detachment 6 Fighter Test Services contract.

Provides leadership, oversight, and integration of all contractor personnel, technical activities, and support functions performed at the primary place of performance. Ensures alignment of contractor activities with government mission objectives, operational test and evaluation (OT&E) requirements, and contractual obligations.

Acts as the primary interface between the contractor and government leadership for on-site operations, facilitating communication, resolving issues, and ensuring timely delivery of high-quality support services across all functional areas.

Roles/Responsibilities:

  • Serve as the on-site contractor lead responsible for day-to-day management, coordination, and execution of all contract activities at the primary performance location
  • Act as the primary point of contact for government leadership regarding contractor operations, performance, and issue resolution
  • Oversee and manage contractor personnel across multiple labor categories, ensuring appropriate staffing, utilization, and performance
  • Ensure all work performed meets contractual requirements, quality standards, and mission objectives
  • Coordinate and integrate activities across multidisciplinary teams, including engineering, modeling and simulation, data analytics, intelligence, and program support personnel
  • Monitor contract performance, including cost, schedule, and technical execution, and implement corrective actions as required
  • Support development and execution of program management processes, including staffing plans, work plans, and performance metrics
  • Facilitate communication and collaboration between contractor personnel and government stakeholders to ensure effective mission support
  • Provide oversight of deliverables, ensuring accuracy, completeness, and compliance with contract requirements
  • Identify risks, issues, and dependencies affecting contract execution and develop mitigation strategies
  • Support program reviews, status briefings, and reporting activities, including preparation and delivery of executive-level briefings
  • Ensure compliance with all applicable security requirements, data protection policies, and operational procedures
  • Mentor and guide contractor personnel, fostering professional development and maintaining a high-performance team environment
  • Coordinate with off-site contractor management and corporate leadership to ensure alignment of resources and priorities

Required Skills and Education:

  • Bachelor's degree in Engineering, Science, Business Administration, Management, or a related field
  • 15 or more years of relevant professional experience in program management, operations management, or technical leadership supporting Department of Defense programs
  • Experience supporting operational test and evaluation (OT&E) activities within AFOTEC or similar test organizations
  • Familiarity with fighter aircraft systems and Air Force operational environments
  • Demonstrated experience managing contractor operations in support of complex technical or operational programs
  • Experience leading multidisciplinary teams in environments involving engineering, test and evaluation, modeling and simulation, or analytical support
  • Experience managing contract performance, including cost, schedule, and technical execution
  • Experience interfacing directly with government customers and senior leadership
  • Experience implementing and managing processes for staffing, performance monitoring, and quality assurance

Security Clearance:

  • Active Secret clearance required; Top Secret/SCI preferred
