The Estimating Director leads estimating and preconstruction operations within New Dominion Construction's Federal Contracting Division and provides strategic estimating support across the company's other operating companies, including its 8(a), SDVOSB, HUBZone, Total Small Business, and full and open market platforms. This role is responsible for leading the development of accurate, competitive, and compliant cost estimates for federal construction opportunities, overseeing and, when necessary, directly leading negotiations with clients and subcontractors, and aligning estimating strategy with the company's broader growth objectives across multiple contract vehicles, socioeconomic programs, and target markets.

* Provide leadership, direction, and mentorship to estimating personnel, including Senior Estimators, Estimators, and Assistant Estimators.
* Direct the preparation and review of detailed cost estimates, quantity takeoffs, subcontractor pricing, and complete pricing packages.
* Oversee the development of technical proposals, including narratives, project schedules, and detailed line-item pricing breakdowns.
* Oversee the engagement and coordination of outside consultants, to support technical proposal development, schedule preparation, and other specialized preconstruction services.
* Lead pricing strategy discussions, scope clarifications/RFIs, and value engineering initiatives to enhance competitiveness.
* Serve as a supporting point of contact for client-facing preconstruction and estimating matters, representing New Dominion Construction in a professional and strategic manner.
* Ensure compliance with FAR, DFARS, and all other applicable federal solicitation, procurement, and contractual requirements.
* Support go/no-go evaluations, bid strategy discussions, and pursuit planning to help position the company for successful project wins.
* Support the pursuit, pricing strategy, and proposal development for MATOCs, IDIQs, BPAs, and other multi-year contract vehicles.
* Lead the ongoing identification, evaluation, and development of new subcontractor relationships across all trades and work areas to expand coverage, increase competition, and strengthen New Dominion Construction's pricing position, including identifying subcontractors willing to travel to provide a competitive edge in key markets.
* Standardize estimating systems, templates, procedures, and tools to improve efficiency, consistency, and quality across the estimating function.
* Coordinate with Business Development, Operations, and executive leadership to align estimating strategy with company growth initiatives and target pursuits.

Other duties assigned by the manager are based on business needs.

* Leadership experience managing estimating teams.

* Knowledge of federal procurement methods including Design-Build, IDIQ, and MATOC.

* Expertise in conceptual budgeting and scope analysis.

* Strong analytical and cost-risk evaluation capabilities.

* Proficiency in RSMeans, Bluebeam, Procore, P6, and Excel-based estimating models.

* Strong written, verbal, and presentation communication skills.

* High attention to detail in time-sensitive proposal environments.

* Commitment to mentoring and developing estimators.

Directly supervises Senior Estimators, Estimators, and Assistant Estimators.

Primarily office-based with occasional travel to project sites, pre-bid conferences, and client meetings.

Requires long periods of sitting and working on a computer. Occasional lifting up to 25 lbs. Site visits may involve walking on uneven terrain and varying weather conditions.

Full-time, exempt position. Due to the nature of the role, work hours will vary based on workload, deadlines, and business demands. The individual is expected to work whatever time is necessary to effectively perform the duties of the position.

Approximately 10-15% travel for site visits and pre-bid activities across the U.S.

* Bachelor's degree in Construction Management, Engineering, or related discipline (Master's preferred).

* Minimum 12 years of progressive estimating experience in federal construction.

* Minimum 3-5 years of leadership experience within estimating or preconstruction.

* Experience estimating federal projects ranging from $250K to $40M+.

Must be able to get a background check and drug test.

Must be eligible to work in the United States. Some contracts may require U.S. citizenship.
