Company Values: Estimating Director (Federal Contracting) Summary/Objective The Estimating Director leads estimating and preconstruction operations within New Dominion Construction's Federal Contracting Division and provides strategic estimating support across the company's other operating companies, including its 8(a), SDVOSB, HUBZone, Total Small Business, and full and open market platforms. This role is responsible for leading the development of accurate, competitive, and compliant cost estimates for federal construction opportunities, overseeing and, when necessary, directly leading negotiations with clients and subcontractors, and aligning estimating strategy with the company's broader growth objectives across multiple contract vehicles, socioeconomic programs, and target markets. Primary Job Responsibilities * Provide leadership, direction, and mentorship to estimating personnel, including Senior Estimators, Estimators, and Assistant Estimators. Other Responsibilities Other duties assigned by the manager are based on business needs. Competencies, Skills, Abilities, Qualifications * Leadership experience managing estimating teams. * Knowledge of federal procurement methods including Design-Build, IDIQ, and MATOC. * Expertise in conceptual budgeting and scope analysis. * Strong analytical and cost-risk evaluation capabilities. * Proficiency in RSMeans, Bluebeam, Procore, P6, and Excel-based estimating models. * Strong written, verbal, and presentation communication skills. * High attention to detail in time-sensitive proposal environments. * Commitment to mentoring and developing estimators. Supervisory Responsibility Directly supervises Senior Estimators, Estimators, and Assistant Estimators. Work Environment Primarily office-based with occasional travel to project sites, pre-bid conferences, and client meetings. Physical Demands Requires long periods of sitting and working on a computer. Occasional lifting up to 25 lbs. Site visits may involve walking on uneven terrain and varying weather conditions. Expected Hours of Work Full-time, exempt position. Due to the nature of the role, work hours will vary based on workload, deadlines, and business demands. The individual is expected to work whatever time is necessary to effectively perform the duties of the position. Travel Approximately 10-15% travel for site visits and pre-bid activities across the U.S. Required Education and Experience * Bachelor's degree in Construction Management, Engineering, or related discipline (Master's preferred). * Minimum 12 years of progressive estimating experience in federal construction. * Minimum 3-5 years of leadership experience within estimating or preconstruction. * Experience estimating federal projects ranging from $250K to $40M+. Additional Eligibility Qualifications Must be able to get a background check and drug test. Work Authorization Must be eligible to work in the United States. Some contracts may require U.S. citizenship.
