The Community Development Division is responsible for the Council's regional long-range planning efforts; planning and technical assistance to local governments; planning for and funding the regional parks and open space system; delivering rent assistance through the Metropolitan Housing and Redevelopment Authority; and delivering the Livable Communities Act grant programs.

How your work would contribute to our organization and the Twin Cities region:

The Senior Equity Coordinator is responsible for leading the development and coordinating the implementation of a comprehensive equity program for the Community Development division, in coordination with the division's leadership team, Equity Change Team, and staff across the division. The Senior Equity Coordinator leads the implementation of, and as needed the updates of, the Community Development Division's Racial Equity Action Plan (REAP). This position will coordinate the implementation of Division initiatives from the REAP, including tracking and reporting on progress. This position will also assist with developing training or other programming to educate the Division on equity and how to integrate it into their work, coordinate with other equity program staff across the Council, and serve as an internal consultant advising or consulting with Division staff and managers on how to integrate equity into the division's work.

Anticipated Starting Salary Range: $97,989 - $116,000
Full Salary Range: $88,566 - $143,707
*The starting salary will depend on the selected candidate's experience, skills, education, and internal salary equity.

This position is eligible for a hybrid (a combination of remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

  • Serve as the project manager for the development/updates of the division's Racial Equity Action Plan (REAP), coordinating project tasks and schedules, and ensuring outreach, engagement, and communication about the work.
  • Lead the CD Equity Change Team (ECT), including organizing the team, working with senior leaders to recruit members, and developing annual work plans to implement and support the REAP. Lead team meetings, set agendas, set and assign follow-up tasks, and track progress.
  • Lead the implementation of the Racial Equity Action Plan (REAP), coordinating across the division to identify task leads/teams, needed budget and staff resources, and implementation plans are in place.
  • Develop a plan for reporting on the REAP efforts, milestones, and results.
  • Communicate program and project/initiative goals, timelines, deliverables to the broader audience in Community Development and with divisional partners.
  • Organize and facilitate ECT sub-teams and committees in partnership with committee leads, including regular meeting organization, agenda planning, and management of tasks and next steps.
  • Align efforts of the Division's comprehensive equity program with parallel and related efforts in Community Development and the Council, such as the Division's Culture Team.
  • Participate in Council-wide equity teams, projects, and programs, representing Community Development in the work, including internal programs and external programs/projects.
  • Manage projects/initiatives, including developing project plans and budgets, organizing and facilitating project teams, setting priorities and timelines for the work, and monitoring progress.
  • Serve as an internal consultant for division staff and management in the development of project plans, programs, policy review and other work to support advancement of equitable outcomes in CD's work.
  • Support Division leadership and designing and selecting division-specific training offerings to support further operationalizing equity in Community Development's work.
  • Other related duties as assigned.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of completed education in public administration, equity and inclusion, urban planning, business administration, organizational change, sociology, project management, or related field AND experience in a lead role coordinating, managing, or leading projects or programs related to equity and inclusion. Experience must include the implementation of equity program(s), including experience developing plans, project management, and communicating about the project or program.

  • PhD/Master's degree and 2 years of experience
  • Bachelor's degree and 4 years of experience
  • Associate's degree and 6 years of experience
  • High School diploma/GED and 8 years of experience

What knowledge, skills and abilities you should have within the first six months on the job:

  • Knowledge of diversity, equity, and inclusion and understanding of the unique and different issues and challenges facing individuals from overburdened communities.
  • Basic knowledge of/familiarity with Community Development areas of responsibility, including city planning, housing, parks, research, and grant-making.
  • Clear understanding of the historical context of the Council and the people it serves and how the Council can work to acknowledge, repair, and reduce regional disparities.
  • Skilled in leading, facilitating, and participating in conversations about race and equity, as well as identifying opportunities to integrate equity initiatives into the work.
  • Ability to lead, facilitate, and participate in difficult conversations toward a shared outcome, diffusing situations where needed.
  • Skilled in managing and completing projects within budgets and allotted timeframes.
  • Excellent written, verbal, and listening skills with a customer-oriented approach.
  • Ability to build, develop, and maintain effective working relationships with partners and stakeholders.
  • Intermediate proficiency with a variety of computer programs including Microsoft Office suite of programs.
  • Ability to analyze complex information, evaluate alternatives, provide sound, logical, fact-based conclusions and recommendations.
  • Ability to work independently, make decisions, manage multiple projects, prioritize, and problem solve.
  • Ability to develop strong relationships, build trust, and motivate individuals that may be resistant to change.
