Responsibilities

The Chief Information Officer (CIO) serves as the senior technology leader for New York Blood Center Enterprises, responsible for the strategic direction, operational excellence, and security of all information technology across the enterprise. Following a period of significant recovery and infrastructure modernization, the CIO will lead IT's transition to disciplined execution, business alignment, and measurable value creation. This executive will reposition IT as a structural enabler of profitability, operational efficiency, donor and patient experience, and enterprise risk management anchored in operational reliability, cost discipline, and strategic enablement of NYBCe's growth and automation priorities. The CIO will align technology resources directly with core business divisions, drive a multi-year platform transformation, advance infrastructure consolidation, and strengthen cybersecurity and data governance foundations to support long-term scalability.

Reporting: This role reports directly to the Executive Vice President/Chief Financial Officer (EVP/CFO), the CIO will have clear authority over the technology infrastructure and core systems while working collaboratively with other C suite leaders to align technology decisions with business strategy, innovation priorities, and risk management objectives.

Location: This role is located in Rye, New York.

Strategic Leadership:

    Define and execute a comprehensive IT strategic plan aligned with NYBCe's goals for profitability, automation, cost containment, and revenue optimization.
  • Serve as the primary technology advisor to the EVP/CFO, President, Senior Leadership Team, and Board of Directors on technology strategy, risk, and investment.
  • Own multi-million-dollar capital planning and investment decisions for IT infrastructure and enterprise systems.
  • Restructure IT from a generalist model to a business-aligned operating structure with dedicated Business Analysis capabilities embedded across divisions.
  • Champion a culture of innovation, identifying opportunities to leverage emerging technologies, including AI, machine learning, data analytics, and automation, to improve operations, donor engagement, and clinical outcomes.
  • Provide executive technology oversight and partnership to the Data and AI Product Innovation (DAPI) team, ensuring that AI-powered products and analytics platforms are developed and deployed on secure, scalable, and compliant infrastructure.
  • Co-own enterprise AI strategy with DAPI leadership, ensuring alignment between AI product development (predictive analytics, intelligent automation, AI-powered logistics and lab workflows) and enterprise IT architecture, security, and governance requirements.

Enterprise Systems & Digital Transformation:

  • Lead large-scale enterprise platform implementations, ERP enhancements, and phased AI enablement planning.
  • Oversee milestone-driven governance with embedded quality assurance and business validation to protect timelines, budgets, and operational continuity.
  • Evaluate, select, and deploy major information systems aligned with long-term organizational strategy.
  • Drive interoperability across clinical, operational, and financial systems to ensure seamless data exchange with hospitals, healthcare partners, government agencies, and regulatory bodies.
  • Partner with DAPI to ensure enterprise analytics platforms, AI-powered products (including Dispatch-IQ, Lab-IQ, and Donor Plus), and data science initiatives are supported by robust, secure, and well-governed technology infrastructure.
  • Manage vendor relationships, contract negotiations, and service level agreements to maximize value and accountability.

Infrastructure & Operations:

  • Drive data center consolidation, legacy decommissioning, and enterprise standardization to reduce complexity and improve reliability.
  • Advance cloud adoption to lower operating costs, enhance scalability, and strengthen recovery posture.
  • Ensure all systems and networks meet internal standards, FDA and AABB regulatory requirements, and external accreditation standards.
  • Oversee integration with external systems, including government agencies, hospital clients, and partner healthcare organizations to support electronic data exchange and supply chain operations.

Cybersecurity, Compliance & Data Governance:

  • Lead cybersecurity strategy as a board-level priority, including zero-trust enforcement, privileged access management, endpoint and identity protection, and disaster recovery modernization.
  • Ensure compliance with all applicable healthcare regulations, including HIPAA, HITECH, FDA requirements, and state and federal data privacy laws.
  • Develop and maintain a comprehensive IT disaster recovery and business continuity plan, with regular testing and validation.
  • Strengthen information security and data governance frameworks in partnership with cross-functional stakeholders (DAPI, QRA, Legal) to ensure regulatory alignment and disciplined risk management.
  • Establish AI governance policies, acceptable use standards, and risk assessment protocols in partnership with DAPI, ensuring responsible and compliant adoption of generative AI and intelligent automation across the enterprise.
  • Provide infrastructure and security oversight for AI-enabled capabilities - including predictive and prescriptive analytics, supply and demand modeling, production planning optimization, and targeted workflow automation - ensuring these initiatives operate within enterprise security, data privacy, and regulatory boundaries.

Team Leadership & Talent Development:

  • Build, lead, and develop a high-performing IT team aligned to the organization's evolving needs, with a focus on recruiting and retaining talent in high-demand areas such as cybersecurity, data science, and AI.
  • Foster a collaborative, service-oriented culture within IT and across business units.
  • Formalize a business engagement model with structured intake, prioritization, and accountability tied to business KPIs.
  • Manage internal and external technical resources, including managed service providers, consultants, and vendors, to deliver quality outcomes.
  • Prepare various reports.
  • Attends conferences, seminars, as required.
  • Makes recommendations to improve business unit practices and processes.


Qualifications

Education:

  • Bachelor's degree in Computer Science, Information Systems, or a related discipline (required).

Experience:

  • 15+ years of progressive IT leadership experience, with a significant track record in a senior technology management role.
  • Demonstrated success in strategic technology planning, execution, and policy development within a complex, multi-site organization.
  • Proven experience leading large-scale systems implementations, ERP deployments, infrastructure modernization, and post-incident recovery.
  • Deep experience managing IT budgets, capital planning, and vendor relationships.
  • Broad technical knowledge spanning infrastructure, networking, enterprise applications, cybersecurity, cloud technologies, data governance, and systems integration.
  • Strong understanding of healthcare regulatory and compliance frameworks, including HIPAA, HITECH, FDA, and AABB standards.

Preferred Qualifications:

Education:

  • Master's degree in Business Administration, Healthcare Administration, Computer Science, or a related field (strongly preferred).

Experience:

  • Familiarity with AI governance frameworks and emerging generative AI capabilities is highly desirable.
  • Experience in healthcare, life sciences, blood banking, or similarly regulated and mission-driven environments is (strongly preferred).

Certifications:

  • Project management methodology expertise; Six Sigma, PMP, or ITIL certification is a plus.
  • CHIME CHCIO (Certified Healthcare CIO) certification or similar healthcare IT credential is a plus.

License:

  • Valid drivers license.

Travel:

  • Ability to domestically 25%.

Any combination of education, training, and experience equivalent to the requirements above that has supplied the necessary knowledge, skills, and experience to perform the essential functions of the job.

For applicants who will perform this position in New York City or Westchester County, the proposed annual salary is $350,000.00p/yr. to $370,000.00p/yr. For applicants who will perform this position outside of New York City or Westchester County, salary will reflect local market rates and be commensurate with the applicant's skills, job-related knowledge, and experience.
