Qualifications

Education and Experience: Bachelor's degree and five years of IT-related experience OR associate's degree and seven years of IT-related experience.

Substitution of Experience for Education: Additional IT experience may substitute for the required degree on a year-for-year basis up to four years.

Overview

Under general supervision, the IT Business Administrator-Lead manages IT business administration functions and supervises or leads staff in executing IT planning, budgeting, asset management, procurement, and records retention tasks. This role is responsible for implementing policies, guiding project teams, reviewing work for accuracy, and advising agency leadership on administrative practices. This classification differs from the Information Technology Business Administrator Advanced in that incumbents of the latter either independently or with minimal supervision, creates/reviews/updates technical documentation.

Responsibilities

1. Develops and leads IT planning efforts including project proposals, financial tracking, and policy compliance.
2. Supervises staff performing records management, contract administration, and IT asset lifecycle tracking.
3. Prepares and reviews documentation including business continuity plans, technical reports, and procurement justifications.
4. Monitors and evaluates procurement requests, IT expenditures, and system lifecycles for cost control and compliance.
5. Coordinates training, staffing, and onboarding of IT administrative personnel and contract resources.
6. Performs cost-benefit analyses, forecasts purchases, and maintains compliance with state purchasing standards.
7. Prepares executive summaries and policy communications for IT leadership and external agencies.
8. Oversees the development of documentation for state and federal IT planning and reporting.
9. Upholds open, clear, and concise communication with leadership and customers.
